More than 950,000 Singaporean HDB households to benefit from U-Save and S&CC rebates in October 2025

        More than 950,000 Singaporean households living in HDB flats will receive U-Save and Service & Conservancy Charges (S&CC) rebates in October 2025 as part of the permanent GST Voucher (GSTV) scheme and the enhanced Assurance Package. These rebates help to offset utilities expenses and S&CC for lower- to middle-income HDB households. They are disbursed in April, July, October, and January each year. The rebates in October 2025 will be the third quarterly disbursement for Financial Year (FY) 2025.

 

2.    In October 2025, eligible households will receive up to $190 worth of U-Save rebates, depending on their HDB flat type. In total, eligible Singaporean HDB households will receive up to $760 of U-Save rebates in FY2025. The U-Save rebates that eligible households will receive in FY2025 are summarised in Table 1.

 

3.    Eligible households will also receive up to 1 month of S&CC rebates in October, depending on their HDB flat type. In total, eligible households will receive up to 3.5 months of S&CC rebates in FY2025. The S&CC rebates that eligible households will receive are summarised in Table 2


4.    No further action is required by the eligible households. The U-Save rebates will be credited directly into households’ utilities accounts with SP Services and S&CC rebates will be credited directly into households’ S&CC accounts with their respective Town Councils. 


5.    Please also note that government officials will NEVER ask members of public to transfer money or disclose banking details over a phone call. If members of public are unsure if something is a scam, they should call the 24/7 ScamShield Helpline at 1799.

 

Notes:

  1. As announced at Budget 2025, additional U-Save will be provided to help Singaporean HDB households cope with their utilities expenses in April and October 2025. This is on top of the regular GSTV – U-Save rebates. 

  2. The amount for COL U-Save includes the additional $20 of U-Save per quarter from the $1.1 billion COL Package announced in September 2023, to cushion the impact of higher utilities bills in 2024 and 2025 from increases in carbon tax and water price.

  3. If the flat is partially rented out or not rented out, there must be at least one Singaporean owner or occupier in the household to be eligible for U-Save. If the entire HDB flat is rented out, there must be at least one Singaporean tenant.

  4. Households whose members own more than one property are not eligible for U-Save. Additional rebates will be credited to eligible HDB households at the same time as the regular GSTV – U-Save in four quarters (April 2025, July 2025, October 2025 and January 2026). 

     

Notes:

  1. Households with no Singaporean flat owner or occupier in the flat, whose flat owner(s) or essential occupier(s) own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC Rebate.

Residents with specific queries on their household’s S&CC payment or account status can contact their respective Town Councils.
