Changes to Board Members and Re-appointment of Board Chairman to the Singapore Totalisator Board

The Minister for Finance has re-appointed the Chairman and three members to the Board of Singapore Totalisator Board (“Tote Board”). The appointments will take effect from 1 January 2019. The re-appointed Chairman and board members are:

  • Mr Moses Lee Kim Poo

    2.       The Minister for Finance has also appointed two new board members with effect from 1 January 2019. A brief write-up is attached at Annex A. The new board members are:

3.       The Ministry of Finance and Tote Board welcome the re-appointed and new members to the Board. We would also like to express our appreciation to the retiring members, Mr Linus Goh Ti Liang and Brigadier-General Yew Chee Leung, whose current term ends on 31 December 2018, for their invaluable contributions to the Board.

4.       The Board of Tote Board comprises eleven members. The list of board members with effect from 1 January 2019 is appended in Annex B.

Annex A

New Board Members to Singapore Totalisator Board (Tote Board)

Mrs Mildred Tan (沈明媚)

Chairman

National Volunteer & Philanthropy Centre

Mrs Mildred Tan was the Managing Director of Ernst & Young Advisory Pte Ltd (EY) from 2002 to mid-2018. She is known for her extensive work in large and complex organisation transformation both in the private and public sector organisations.

Mrs Tan is active in community service and participates in many different sectors including education, professional, social and community organisations. She is currently the Chairperson of the National Volunteer and Philanthropy Centre (NVPC) and also the Chairperson of the National Library Consultative Panel. Mrs Tan is a Board Member of Gardens by the Bay, Lee Kuan Yew Fund for Bilingualism (Ministry of Education) and Community Foundation of Singapore.

Mrs Tan was conferred the Justice of Peace in 2008. She was awarded the PBM (Public Service Medal) in 2007 and BBM (Public Service Star) in 2014 for outstanding community service by the Singapore Government. She was also appointed as Nominated Member of Parliament in Singapore from 2009 to 2011.


Colonel Narayanan Letchumanan

Director (Resilience and Engagement Division)

Ministry of Culture, Community and Youth

COL Narayanan Letchumanan has served in the Singapore Armed Forces (SAF) since 2000 and is currently seconded to the Ministry of Culture, Community and Youth (MCCY). Graduated from the Carnegie Mellon University, USA in Electrical and Computer Engineering, and in Economics, Letchumanan also undertook milestone military courses, including a Command and Staff College course overseas. Letchumanan has helped operationalise new structures and deliver new technologies for the SAF. He served command tours in various C4I units, and served in the SAF’s Joint Staff in areas such as strategic planning, regional research, and capability development. Currently seconded to MCCY as Director (Resilience and Engagement), Letchumanan leads an office that co-ordinates and drives efforts for stronger citizen engagement across the Government and people sectors, as well as look at strategies and programmes to foster stronger identity, social cohesion and care, particularly through active citizenry and partnerships.
