950,000 HDB households to benefit from U-Save and S&CC rebates in October 2023

About 950,000 Singaporean households living in HDB flats will receive U-Save and Service and Conservancy Charges (S&CC) rebates in October 2023. These rebates are part of the permanent GST Voucher (GSTV) scheme and the Assurance Package, to help defray GST and provide cost-of-living support for lower- to middle-income households. The rebates are disbursed in April, July, October and January each year, and this is the third quarterly tranche for FY2023.
2. In FY2023, eligible households will receive double their regular U-Save. On average, this amounts to about 8 to 10 months’ of utility bills for households living in 1- and 2-room HDB flats, and about 4 to 6 months’ of utility bills for households living in 3- and 4-room HDB flats. The U-Save that households will receive in FY2023 are summarised in Table 1.
3. The S&CC rebates that eligible households will receive in FY2023 are summarised in Table 2.
4. Deputy Prime Minister and Minister for Finance Lawrence Wong announced on 28 September 2023 that the Government will provide a $1.1 billion support package to provide further cost-of-living relief for Singaporean households, especially lower- to middle-income families. Eligible Singaporean HDB households will receive the following:
a. Additional $20 per quarter of U-Save from January 2024 to December 2025, or a total of $80 per year for 2 years. This is to cushion the impact of the increases in carbon tax and water price in 2024 and 2025. These rebates will be disbursed together with the regular U-Save. The additional U-Save rebates will on average fully offset the increase in utility bills for 1- to 2- room flats over the next two years, about 80% for 3- to 4- room HDB flats, and about 65% for larger flats. On average, this translates to 3- to 4- room HDB flats paying about $2 more per month, and 5-room and larger HDB flats paying about $4 more per month.
b. Additional one-off 0.5-month of S&CC rebate in January 2024, to cushion the impact of the S&CC increase.
5. Eligible households do not need to take any action to benefit from the U-Save and S&CC rebates, including the additional rebates announced on 28 September 2023 as part of the Cost-of-Living Support Package. The U-Save will be credited directly into households’ utilities accounts with SP Services, while the S&CC rebates will be credited directly into households’ S&CC accounts with their respective Town Councils.
