930,000 HDB Households to Receive GST Voucher – U-Save in January 2020

Annually, U-Save covers up to four months of HDB households’ utilities bills

The Government will continue to explore ways to help Singaporeans with their cost of living, especially in this period of economic uncertainty


About 930,000 Singaporean HDB households will receive the next instalment of the GST Voucher – Utilities-Save (U-Save) in January 2020.

2 U-Save is one of three components under the permanent GST Voucher scheme. The U-Save rebates, which are disbursed every three months, help HDB households offset part of their utilities bills, and therefore lower their overall household expenses. From 1 April 2019 to 31 March 2020, eligible Singaporean households are expected to benefit from U-Save rebates amounting to $300 million. 

3 In January 2020, eligible households will each receive GST Voucher – U-Save of up to $100, depending on their HDB flat type (see Table 1). Under the Open Electricity Market (OEM), they will continue to receive U-Save rebates regardless of their electricity provider.

Note: Households whose members own more than one property are not eligible for the GST Voucher – U-Save.

4 Annually, households in 1- and 2-room HDB flats receive U-Save rebates equivalent to about three to four months of their utilities bills on average. Those living in 3- and 4-room HDB flats receive support equivalent to about one to two months of their utilities bills.

5 "We would like to assure Singaporeans that there are many schemes in place to help with living costs, including substantial subsidies for housing, healthcare and education. The GST Voucher is one such scheme and this is aimed at helping lower and middle-income families with their regular household expenses”, said Ms Indranee Rajah, Minister in the Prime Minister’s Office and Second Minister for Finance and Education. “The Government will continue to explore ways to help Singaporeans with their cost of living, especially in this period of economic uncertainty,” she added.
