Second Rental Support Scheme (RSS) payouts to be disbursed from 22 September

 Over 35,800 tenants and owner-occupiers to receive more than $200 million worth of RSS payouts to support businesses with rental costs

Over 35,800 tenants and owner-occupiers will receive their second Rental Support Scheme (RSS) payouts, totalling over $200 million from 22 September 2021. This is disbursed ahead of schedule by about a month, to ensure that businesses receive cash flow relief as soon as possible.

2          The Minister for Finance had announced the second RSS payout on 23 July 2021 to support businesses with rental costs during the second Phase 2 (Heightened Alert) from 22 July to 18 August 2021. Small and Medium Enterprises (SMEs) and eligible Non-Profit Organisations (NPOs) with an annual revenue not exceeding $100 million, which are tenants or owner-occupiers of qualifying commercial properties, will receive a cash payout equivalent to 0.5 month of their rent for the period of 22 July to 18 August 2021 in the second RSS payout.

3          As with the first RSS payout disbursed on 6 August 2021, the rental support will be provided directly to tenants without going through the landlords. This payout mechanism has allowed tenants to receive the RSS payouts from the Government promptly. The two RSS payouts would amount to more than $400 million of support for businesses’ rental costs.

4          Eligible tenants and owner-occupiers will be notified by post of their RSS cash payout. They can also log in to myTax Portal from 22 September 2021 to view the electronic copy of their letter.

Earlier payouts for tenants and owner-occupiers with PayNow or GIRO

5          Eligible tenants and owner-occupiers with PayNow or existing GIRO arrangements with IRAS can expect to receive the RSS cash payouts from 22 September 2021. Those without these payment arrangements will receive cheques by 6 October 2021. More details on the RSS are available on the Inland Revenue Authority of Singapore (IRAS) website at

Applicants for the first payout will be automatically given the second payout if eligible

6          Tenants and owner-occupiers who had submitted an application to IRAS for the first payout need not apply for the second payout. They will automatically receive the second payout if they are eligible.

7          SMEs and NPOs that are eligible but do not receive the payout notification should submit an application to IRAS. Applications will open on 29 September 2021 and close on 12 November 2021. Please visit the IRAS website at for more details.
