The Singapore Public Sector Outcomes Review (SPOR)

17 Dec 2010

1. The Ministry of Finance (MOF) today released the Singapore Public Sector Outcomes Review (SPOR), which provides an overview of how Government Ministries work together to achieve shared strategic objectives, and to address challenges facing Singapore. The full report is available at http://www.mof.gov.sg/Resources/SingaporePublicSectorOutcomesReview(SPOR)

2. The public sector has established a set of shared outcomes, along with suitable indicators to track Singapore's progress towards achieving them. Each Ministry and agency within the public sector has aligned its priorities with these shared outcomes. The SPOR shows how the shared outcomes and indicators guide the public sector's understanding of current and emerging issues and therefore the strategies, programmes and resources needed to address them.

3. The SPOR is organised into six broad themes: (i) sustainable economic growth; (ii) robust social security; (iii) world-class environment and infrastructure; (iv) secure and influential Singapore; (v) strong families, cohesive society; and (vi) effective government.  These six themes encompass 27 strategic outcomes which cut across Ministries. The WOG strategic outcomes are shown in Annex 1.

4. The SPOR exercise is coordinated by MOF, working with all Ministries. It is envisaged that SPOR will be published once every two years.
