Public Consultation on Proposed Finance (Income Taxes) Bill 2026

The Ministry of Finance (“MOF”) is proposing amendments to the Income Tax Act 1947 (“ITA”) and the Multinational Enterprise (Minimum Tax) Act 2024 (“MMTA”). Interested parties are invited to provide feedback on the proposed amendments from 8 June to 1 July 2026.
2. The proposed Finance (Income Taxes) Bill covers 22 amendments including:
a. 20 amendments to the ITA. These comprise tax measures announced at Budget 2026, as well as changes arising from MOF’s periodic review of the income tax system; and
b. Two amendments to the MMTA. These implement changes related to the Pillar Two Global Anti-Base Erosion Model Rules.
Submission of feedback
3. The public can access the public consultation documents, including the proposed Finance (Income Taxes) Bill 2026, on the MOF's website (go.gov.sg/pctaxbill2026-mof) and the REACH consultation portal (go.gov.sg/pctaxbill2026-reach).
4. Interested parties are requested to use the template to submit their comments on the proposed Bill by 1 July 2026.
