Proposal to Use Excess U-Save Rebates to Offset Service and Conservancy Charges

Parliamentary Question by Mr Edward Chia Bing Hui:
To ask the Prime Minister and Minister for Finance whether households with continual low utilities usage and accumulating unused U-Save rebates may be allowed the flexibility to use the excess rebates to offset their Service and Conservancy Charges (S&CC).
Parliamentary Reply by Second Minister for Finance, Ms Indranee Rajah:
U-Save rebates are intended to offset households’ utilities expenses only. U-Save rebates have no expiry date, and unused rebates can be rolled over to offset households’ future utilities expenses.
For Service and Conservancy Charges (S&CC), eligible households will receive the GST Voucher – S&CC Rebate, which offsets between 1.5 and 3.5 months of S&CC in FY2025.
