More than 950,000 Singaporean HDB households to benefit from U-Save and S&CC rebates in April 2024

       More than 950,000 Singaporean households living in HDB flats will receive U-Save and Service & Conservancy Charges (S&CC) rebates in April 2024 as part of the permanent GST Voucher (GSTV) scheme as well as the Assurance Package. These rebates help to defray GST and provide cost-of-living support for lower- to middle-income household. These are disbursed in April, July, October, and January each year. The rebates in April 2024 will be the first quarterly disbursement for Financial Year (FY) 2024.

2.   As announced at Budget 2024, additional U-Save will be provided to help Singaporean HDB households cope with increases in their utility bills. In total, eligible households will receive 2.5 times the amount of regular U-Save, or up to $950, in FY2024. On average, this will cover about 8 months of utility bills for those living in 1- and 2-room flats, and about 4 months of utility bills for those living in 3- and 4- room flats. The U-Save rebates that eligible households will receive in FY2024 are summarised in Table 1.

3.   Eligible households will receive up to 4 months of S&CC rebates altogether in FY2024. This includes the one-off Budget 2024 Cost-of-Living S&CC Rebate (“B2024 COL S&CC Rebate”) to offset 0.5 months of S&CC in January 2025. The S&CC rebates that eligible households will receive are summarised in Table 2.

4.   Eligible households do not need to take any action to benefit from the U-Save and S&CC rebates, including the additional rebates announced at Budget 2024. The U-Save rebates will be credited directly into households’ utilities accounts with SP Services, while the S&CC rebates will be credited directly into households’ S&CC accounts with their respective Town Councils.

6.   Residents can check or enquire on their eligibility for S&CC rebates by logging into My HDBPage via HDB InfoWEB with their Singpass and following these steps: My Flat > Purchased Flat/Rental Flat > S&CC Rebate. Residents with specific queries on their household’s S&CC payment or account status can contact their respective Town Councils.
