More than 1 million Singaporean HDB households to benefit from U-Save and S&CC rebates in April 2026

         More than 1 million Singaporean households living in HDB flats will receive U-Save and Service & Conservancy Charges (S&CC) rebates in April 2026 as part of the permanent GST Voucher (GSTV) scheme. These rebates help to offset utilities expenses and S&CC for lower- and middle-income HDB households. They are disbursed in April, July, October, and January each year. The rebates in April 2026 will be the first quarterly disbursement for Financial Year (FY) 2026.

2.         In April 2026, eligible households will receive up to $190 worth of GSTV – U-Save rebates, depending on their HDB flat type. As announced at Budget 2026, additional U-Save rebates will also be provided in April 2026 and July 2026, on top of the regular GSTV – U-Save rebates, to help Singaporean HDB households cope with their utilities expenses.

3.              In total, eligible Singaporean HDB households will receive up to $570 of U-Save rebates in FY2026. The U-Save rebates that eligible households will receive in FY2026 are summarised in Table 1.

4.              Eligible households will also receive up to 1 month of S&CC rebates in April, depending on their HDB flat type. In total, eligible households will receive up to 3.5 months of S&CC rebates in FY2026. The S&CC rebates that eligible households will receive are summarised in Table 2.

5.              No further action is required by the eligible households. The U-Save rebates will be credited directly into households’ utilities accounts with SP Services and S&CC rebates will be credited directly into households’ S&CC accounts with their respective Town Councils.

6.              Please also note that government officials will NEVER ask members of public to transfer money or disclose banking details over a phone call. If members of public are unsure if something is a scam, they should call the 24/7 ScamShield Helpline at 1799.

Notes:

1. If the flat is partially rented out or not rented out, there must be at least one Singaporean owner or occupier in the household to be eligible for U-Save. If the entire HDB flat is rented out, there must be at least one Singaporean tenant.

2. Households whose members own more than one property are not eligible for U-Save.

3. Additional rebates will be credited to eligible HDB households at the same time as the regular GSTV – U-Save in April 2026 and July 2026.

Notes:

1. Households with no Singaporean flat owner or occupier in the flat, whose flat owner(s) or essential occupier(s) own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC Rebate.
