Changes to the Board of Singapore Totalisator Board

The Minister for Finance has appointed a new member and re-appointed two members to the Singapore Totalisator Board (“Tote Board”) with effect from 1 January 2026.

5 The Ministry of Finance and Tote Board welcome Professor Jason Cheah to the board and would like to express their appreciation to retiring members, Associate Professor Ang Seng Bin and Mr Hou Wey Fook, for their invaluable contributions. The retiring members’ current terms end on 31 December 2025.

New Appointment to the Board of Singapore Totalisator Board
Professor Cheah Tiang Seng Jason (谢廷成)

Professor Jason Cheah is the Deputy Group CEO (Strategy, Planning and Resourcing) of the National Healthcare Group (NHG) and the CEO of Woodlands Health (WH). He is also an Adjunct Professor at the Lee Kong Chian School of Medicine.
Professor Cheah oversees cluster-wide strategy, finance, communications, resourcing, and planning functions in NHG. These include driving financial and systemic changes within the Group towards accountable care, implementing capitation design, cost management, and workforce transformation. He also oversees the organisational transformation roadmap and implementation plans for NHG, while also working to strengthen the organisation's culture and identity.
Since 2014, he led the development, commissioning and opening of the Woodlands Health Campus. Woodlands Health (WH), a member of the NHG, is Singapore’s newest Public Healthcare Hospital serving the needs of the Northern population. It includes a fully integrated acute and community hospital, specialist outpatient clinics, long-term care facilities and green healing spaces. The Campus officially opened in July 2024.
Professor Cheah's previous appointments include CEO of AIC (2009-2018) and CEO of NHG Polyclinics (2005-2009), where he led significant healthcare transformations in the community. He also has extensive experience in clinical services development and operations across Singapore's public and private healthcare sectors.
