These households will receive double their regular amount of U-Save rebates
through a one-off GST Voucher – U-Save Special Payment as part of the
Care and Support Package announced during Budget 2020.
About 940,000 Singaporean HDB households will receive double their regular GST Voucher – U-Save in FY2020, through a one-off GST Voucher – U-Save Special Payment. Eligible households with five or more members will receive an additional GST Voucher – U-Save rebate, and will thus receive a total of 2.5 times their regular GST Voucher – U-Save in FY2020. All in, this amounts to $630 million in benefits to eligible households in FY2020.
2 The scheme helps households offset part of their utilities bills and lower their overall household expenses. Ordinarily, under the permanent GST Voucher – U-Save scheme, households in 1- and 2-room HDB flats receive annual U-Save rebates equivalent to about three to four months of their utilities bills on average. With the one-off doubling of the regular GST Voucher – U-Save in FY2020, this means that in FY2020, these households will benefit from U-Save rebates equivalent to at least six to eight months of their utilities bills on average.
3 Households in 3- and 4-room HDB flats ordinarily receive support which is equivalent to about one to two months of their utilities bills. They will now receive support which is equivalent to at least two to four months of their utilities bills.
4 The amount of U-Save rebates that households will receive in Apr 2020 is as shown in the table below.

Notes:
a. Households whose members own more than one property are not eligible for the GST Voucher – U-Save.
b. On top of the regular GST Voucher – U-Save, eligible households will receive their GST Voucher – U-Save Special Payment over two quarters in April 2020 and July 2020, and eligible larger households with five or more members will receive their additional GST Voucher – U-Save rebate over two quarters in October 2020 and January 2021.
