Parliamentary Question by Ms Elysa Chen:
To ask the Prime Minister and Minister for Finance in each of the past three years, how much matching funds were disbursed under the Tote Board Enhanced Fundraising Programme with a breakdown by charity size of those with (i) an annual budget of less than $10 million and (ii) an annual budget of more than $10 million.
Parliamentary Reply by Second Minister for Finance, Mr Jeffrey Siow:
From Financial Year (FY) 2023 to 2025, Tote Board’s Enhanced Fundraising (EFR) Programme provided $240.94m in matching support to charities. The breakdown of matching grants by charity’s size in each FY is shown in Table 1.
Table 1: EFR Matching Support to Completed Fundraising Projects^a between FY2023-2025
FY | Total EFR Matching Grant ($’m) | EFR Matching Grant to Charities with Gross Annual Receiptsb of less than $10 million ($’m) | EFR Matching Grant to Charities with Gross Annual Receiptsb of $10 million and above ($’m) |

Table Notes:
a. Completed fundraising projects refers to EFR projects approved between FY2023 – FY2025 with completed claims.
b. Gross annual receipts include income, grants, donations, sponsorships and all other forms of receipts by charities.
c. Total grant disbursed in FY2025 is expected to be higher as some approved projects have not yet submitted their EFR claims. More claims are expected over the next few months as approved projects are allowed to fund-raise for up to 12 months, following which grantees have nine months to submit the EFR claim.
