About 800,000 Singaporean HDB households will receive $45 million worth of GST Voucher – Utilities-Save (U-Save) rebates in October 2014.
GST Voucher – U-Save
2. The regular GST Voucher – U-Save is given out over 4 payments per year. It is one component of the permanent GST Voucher scheme, designed to help lower- and middle-income Singaporean households with their living expenses. In Budget 2014, a one-off GST Voucher – U-Save Special Payment was announced, with larger rebates for smaller flats. The first tranche of the Special Payment, which comes on top of the regular GST Voucher – U-Save, was given out in July 2014, and the next tranche of the Special Payment will be made in January 2015.
3. In October 2014, eligible Singaporean households will each receive a GST Voucher – U-Save of up to $65, depending on their HDB flat type (see Table below).

Note: Households whose members own more than one property are not eligible for the GSTV – U-Save.

4. The Regular and Special Payment for the GST Voucher – U-Save provides substantial direct assistance to households. Those living in 1- to 2-room HDB flats can offset about 3 to 4 months of utilities bills on average with their regular GST Voucher – U-Save. Meanwhile, those living in 3- to 4-room HDB flats can offset up to 2 months of utilities bills on average. In addition, the GST Voucher – U-Save Special Payment announced in Budget 2014 can, on average, offset another 3 to 4 months of utilities bills for those living in 1- to 2-room flats, and about 1 month of utilities bills for those living in 3- to 4-room flats.
