All households with at least one Singapore citizen will receive the
$100 Solidarity Utilities Credit.
940,000 eligible HDB households will also receive double their
regular GST Voucher – U-Save rebates as part of the Care and Support Package.
Solidarity Utilities Credit [One-off]
As announced during the Fortitude Budget, all Singaporean households will be receiving the $100 Solidarity Utilities Credit. This is to thank them for doing their part in staying home for Singapore during the Circuit Breaker period. The Credit is given to households with at least one Singaporean member, in all residential property types, and will be credited to their July or August SP Group utilities bill.
2 This Credit is given on top of the permanent GST Voucher (GSTV) – U-Save and the GSTV – U-Save Special Payment, which eligible HDB households will enjoy.
Quarterly GST Voucher – Utilities-Save (GSTV – U-Save) [Ongoing]
3 940,000 eligible HDB households will receive double their regular U-Save in Financial Year (FY) 2020 through a one-off GSTV – U-Save Special Payment. Eligible households with five or more members will receive an additional GSTV – U-Save rebate, and will thus receive a total of 2.5 times their regular GSTV – U-Save in FY2020. In total, this amounts to $630 million of GSTV – U-Save in FY2020.
4 The permanent GSTV scheme, introduced in 2012, helps lower- and middle-income households to offset part of their utilities bills and lower their household expenses. For households in 1- and 2-room HDB flats, their regular GSTV – U-Save rebates are equivalent to about three to four months of their utilities bill, on average. With the GSTV – U-Save Special Payment, these households will receive rebates equivalent to at least six to eight months of their utilities bills, on average.
5 For households in 3- and 4-room HDB flats, their regular GSTV – U-Save rebates are equivalent to about one to two months of their utilities bills. They will now receive support equivalent to at least two to four months of their utilities bills.
6 The GSTV – U-Save rebates that households will receive in July 2020, as well as every quarter (April 2020 – January 2021), is as shown in the table below.

a. Households whose members own more than one property are not eligible for the GSTV – U-Save.
b. On top of the regular GSTV – U-Save, eligible households will receive their GSTV – U-Save Special Payment over two quarters in April 2020 and July 2020, and eligible larger households with five or more members will receive their additional GSTV – U-Save rebate over two quarters in October 2020 and January 2021.
