Policy Directorates
Fiscal Policy
The Fiscal Policy (FP) Directorate oversees fiscal strategy and planning, focusing on revenue, financing, and expenditure to ensure long-term fiscal sustainability and a pro-growth, competitive tax system. It leads fiscal modelling, policy analysis, and sustainability reviews, while also managing revenue and expenditure projections. The Directorate’s Green Bonds Programme Office (GBPO) develops a Government Green Bond framework, collaborates with statutory boards on their Green Bond initiatives, and handles industry engagement and investor relations.
Reserves & Investment 
The Reserves & Investment (R&I) Directorate manages policies for investing reserves, balancing the need for returns to fund government expenditure with the long-term growth of reserves. It also formulates policies to protect reserves, including investment strategies, governance mechanisms, and frameworks for spending returns.
Tax Policy 
The Tax Policy (TP) Directorate shapes Singapore’s tax policies to meet fiscal needs and support economic and social goals. It ensures the tax system remains competitive, sustainable, equitable, and progressive, overseeing tax types like Corporate Income Tax, Personal Income Tax, and Goods and Services Tax, as well as international tax matters.

Economic Programmes 
The Economic Programmes (EP) Directorate optimises fiscal tools to support Singapore’s growth and transformation. It manages annual budgeting for economic agencies, prioritises projects, and develops policies to foster a conducive business environment and promote sectors such as investment, enterprise development, and green transition.
Land & Infrastructure Programmes 
The Land & Infrastructure Programmes (LIP) Directorate directs the deployment of fiscal resources to achieve Singapore’s strategic goal of a liveable and sustainable home. It oversees land and infrastructure planning, public transportation policies, and funding for major infrastructure projects like airports and seaports.
Security & Resilience Programmes
The Security & Resilience Programmes (SRP) Directorate allocates fiscal resources to ministries and agencies to ensure national security, advance digital transformation, and build social resilience. It focuses on promoting sports, arts, and community involvement while enhancing public communications and government efficiency.
Social Programmes 
The Social Programmes (SP) Directorate ensures efficient resource allocation to achieve strategic social outcomes in areas such as education, housing, health, and retirement. It works closely with ministries to maintain fiscal sustainability while addressing long-term social challenges and promoting equal opportunities for all citizens.

Centre for Public Project Management
The Centre for Public Project Management (CP2M) supports MOF’s objectives of ensuring efficient and effective use of public resources, through achieving value-for-money in government expenditure on major development projects.
Government Finance Function Office
The Government Finance Function Office (GFFO) strengthens the finance function across the Public Service. It develops finance policies, manages competency standards for finance officers, and drives efforts to improve public sector financial performance and professional development.
Government Procurement Function Office
The Government Procurement Function Office (GPFO) ensures effective, efficient, and innovative procurement across the Public Service. It establishes procurement policies, develops a professional workforce, and drives digitalisation to enhance value-for-money and resource sustainability.
Grants Governance Office
The Grants Governance Office (GGO) ensures robust financial governance over government grants. It coordinates initiatives to enhance grants administration capabilities, promoting accountability and performance in public resource management.
Performance & Evaluation 
The Performance & Evaluation (P&E) Directorate enables better value and accountability for public expenditure and outcomes. It promotes effective Whole-of-Government performance reporting and monitoring; strengthens programme evaluation structures, capabilities and practices; nurtures good governance; and manages office space policy.
Corporate Directorates
Communications & Engagement 
The Communications & Engagement (CE) Directorate manages MOF’s corporate image through media relations, digital communications, and stakeholder engagement. It works closely with internal departments and external partners to communicate policies and foster a better understanding of government initiatives. It also leads the end-to-end delivery of MOF’s Budget communications, from digital strategy and content development to media outreach and public engagement efforts.
Corporate Development 
The Corporate Development (CD) Directorate focuses on human resource management, organisational development, and workplace safety. It is responsible for attracting, engaging, and retaining talent, while fostering an environment of organisational sustainability and capability building.
Economic & Fiscal Analysis 
The Economic & Fiscal Analysis (EFA) Directorate conducts research and analysis on fiscal, economic, and social policies using econometric models and data analytics. It forecasts revenues, evaluates policy impacts, and develops analytical capabilities to support informed decision-making within the Ministry of Finance.
Finance, Systems & Projects 
The Finance, Systems & Projects (FSP) Directorate drives operational excellence through financial and digital solutions. It collaborates with agencies to enhance public service capabilities, focusing on ICT solutions, finance systems transformation, and knowledge management.
International 
The International Directorate (ID) advances Singapore’s interests in global economic and financial platforms such as the G20, ASEAN, and Multilateral Development Banks. It manages bilateral and multilateral relations and ensures Singapore's policies align with international negotiations and goals.
Legal 
The Legal Directorate (LD) provides legal advice and representation to advance MOF’s strategic objectives. It supports tax tribunals, ensures effective adjudication on tax matters, and works with other directorates to address policy-related legal challenges.
Organisational Performance & Transformation 
The Organisational Performance & Transformation (OPT) Directorate leads efforts to align MOF’s structure, culture, and processes with its strategic objectives. It focuses on organisational design, transformation, and sustainability to enhance MOF’s effectiveness and efficiency in delivering its mission.
