Singapore and Rwanda Sign Protocol to Amend Agreement for Avoidance of Double Taxation

  1. Singapore and Rwanda have signed a Protocol amending the Agreement between the Government of the Republic of Singapore and the Government of the Republic of Rwanda for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income (DTA).
  1. The Protocol was signed by Minister for Transport and Second Minister for Finance, Mr Chee Hong Tat, and Minister of Finance and Economic Planning for Rwanda, Mr Yusuf Murangwa.
  1. The Protocol amends the preamble of the DTA and introduces a new Article 26A (Entitlement to Benefits), which are part of the internationally agreed Base Erosion and Profit Shifting standards for countering treaty abuse.
  1. The full text of the Protocol is available on the Inland Revenue Authority of Singapore’s website here. The Protocol will enter into force after ratification by both countries.
