An orientation
will be drawn up specifically for each new
officer. A typical orientation program takes
place during an officer's first three days
with MOF. During this period, new officers
are briefed on HR Matters, the various Training,
Computer and File Management systems used
in MOF and then formally introduced to his
new colleagues. New officers can also refer
to the 'For New Officers' section on the MOF
Intranet for almost everything necessary for
survival in MOF. Within the first few months,
the MOF officer would also attend the MOF
Foundation Course, comprising a compulsory
Residential Team-Building component. |

All new
officers will be placed under a series of
core induction programs that are designed
to introduce them to the Civil Service and
MOF. New officers will then attend basic training
programs as drawn up in the MOF Competency
Training Framework that are relevant to their
job scope. This comprehensive framework is
specially designed to equip our officers with
the knowledge, skills and understanding needed
to perform their job. This is in addition
to the on-the-job training that is provided.
Employees can also look forward to the yearly
entitlement of 100 training hours set aside
for them to gain the essential skills they
need to do their job effectively. |

Staff training
and development is a continual process in
MOF. In fact, every officer is given a training
subsidy of about $2,000 per year and is entitled
to 100 hours of training per year. Of this
entitlement, at least 60% of the training
attended should be work-related and up to
40% can be used for self-development. In addition,
MOF offers the MOF Post-Graduate Scholarship
and training awards to eligible employees
by sponsoring them for courses which are relevant
to MOF functions so as to develop them to
their fullest potential. |

On the
contrary, MOF encourages all Management
Executive
Officers who have served at least 3 years
in the same position to rotate to another
unit or directorate for exposure. For the
same reason, officers may also be seconded
to MOF's departments (Account-General's
Department,
Centre for Shared Services -
Vital.org and Singapore Customs) and statutory
boards ( ACRA, IRAS and Singapore Totalisator
Board). |

There is
a probationary period of at least one year
before a new employee can be confirmed. |

Yes, MOF
has in place attachment programmes with the
objective of building officers' expertise
and skills. These attachments can include
stints in other Ministries, Statutory Boards
or even well-established companies in the
Private and People Sectors and offer relevant
exposure to MOF functions. |

 |
MOF operates on a 5-day week and for greater
flexibility, officers have a choice of staggered
working hours.
Every officer has to work at least 42 hours
a week. When an officer first joins MOF
HQ, he will be informed that the working
hours offered is 8.30 am to 6.00pm from
Monday to Friday, except Wednesdays which
will be from 8.30 am to 5.30 pm. However,
he will be allowed to deviate the start
time by 1 hour if this arrangement is agreed
to by his immediate supervisor. For this
purpose, he will need to fill up an option
form to opt for one of the following staggered
hours of work:
