The Prime Minister's Office (PMO) comprises a HQ and agencies which deal with the following subjects that come under the responsibility of the Prime Minister:

A total budget of $290.94 million has been allocated to PMO in FY2010 to achieve this mission.
Corrupt Practices Investigation Bureau
The Corrupt Practices Investigation Bureau (CPIB) aims to ensure that Singapore remains as one of the least corrupt countries in the world.
To achieve this, CPIB performs the following functions:
- investigation of alleged acts of corruption, and in the course of doing so, any other offences under any other written law; and
- prevention and control of corruption through review of procedures and practices which provide corruption opportunities and delivery of anti-corruption talks and education.
The CPIB has been allocated a budget of $20.09 million or 6.9% of the PMO’s total operating expenditure for this purpose.
Public Service Division
The Public Service Division (PSD), under the PMO, aims to build a first class Public Service for a successful and vibrant Singapore. It does this through public sector leadership development, capacity and capability building, and by promoting whole-of-government coordination in strategy and implementation.
To achieve these objectives, the PSD will attract and develop public officers to nurture a forward-looking Public Service. PSD will set aside $23.1 million for the development of training programmes, training and development of public officers, and the research, development and enhancement of methodologies and tools for public sector leadership development, organisational and employee development, as well as staff selection and assessment.
PSD will also set aside $21.5 million to develop a new Civil Service central HR system to meet the emerging needs of employees, HR departments and management, and serve as a strategic platform that enables HR departments to value-add as a business partner to stakeholders, and help supervisors to become more effective people managers.
In addition, PSD administers the Scholarships and Talent Management Programme to attract and groom leaders for the Public Service. It helps them better understand the fundamentals underpinning the economy and society of Singapore, and the role of the Civil Service in Singapore’s development. PSD has set aside $15.5 million towards these objectives.
National Population Secretariat
The National Population Secretariat (NPS) was set up in June 2006 with the mission to augment our population and root our people. The NPS plans, guides and co-ordinates whole-of-government population-related policies and programmes to engage Overseas Singaporeans, encourage the naturalisation and integration of suitable immigrants, and promote marriage and parenthood in Singapore.
A total budget of $20.6 million or 7.1% of the PMO’s total operating expenditure has been allocated to the NPS in FY2010.

National Research Foundation
The National Research Foundation (NRF):
- sets the national direction for research and development (R&D) by developing policies, plans and strategies for research, innovation and enterprise;
- funds strategic initiatives;
- builds up R&D capabilities and capacities through nurturing our own and attracting foreign talent; and
- coordinates the research agendas of different agencies to transform Singapore into a knowledge-intensive, innovative and entrepreneurial economy.
The NRF is the secretariat to the Research, Innovation and Enterprise Council (RIEC), chaired by the Prime Minister. It manages the $5 billion National Research Fund and has an operating budget of $5.32 million or 1.8% of the PMO’s total operating expenditure for FY2010.
NRF aims to achieve the following outcomes:

Transform Singapore into a Science and Technology (S&T) hub with R&D contributing towards a globally competitive knowledge-based, innovative and entrepreneurial economy.

Make Singapore a talent magnet for research, innovation and enterprise excellence.
To achieve these outcomes, NRF adopts a two-pronged strategy – the “top-down” and the “bottom-up” approaches.
Top-down Approach
The RIEC has identified three strategic R&D areas of focus and has allocated $1.55 billion from 2006 to 2010 to build up core R&D capabilities in order to seed new industries in these three sectors. The three Strategic Research Programmes are :
- Environmental and Water Technologies (Clean Water and Clean Energy);
- Interactive and Digital Media; and
- Biomedical Sciences Translational and Clinical Research.
Bottom-up Approach
To complement the top-down approach, NRF has also implemented several initiatives to attract, develop and nurture a concentration of research talent to sustain long-term research, and strengthen Singapore’s research capacity and capabilities. These initiatives include:

Campus for Research Excellence and Technological Enterprise (CREATE), which is a complex of research centres from world-class research universities, institutions and corporate laboratories, and will be ready by mid-2011;

Competitive Research Programme Funding Scheme;

NRF Research Fellowships;

Research Centres of Excellence; and
-
National Framework for Innovation and Enterprise.

National Security Coordination Secretariat
The National Security Coordination Secretariat (NSCS) comprises the National Security Coordination Centre and the Joint Counter Terrorism Centre. The Secretariat coordinates the review of security policy, manages national security projects, as well as provides strategic analysis of terrorism-related issues. Collectively, these programmes form the bedrock of the Singapore National Security Strategic Framework. It has been allocated a budget of $20.78 million or 7.1% of the PMO’s total expenditure.

Elections Department
The Elections Department (ELD) is responsible for preparing and organising the Public Service for the conduct of elections in Singapore. The department maintains its readiness for elections by implementing an on-going programme to select, organise and train public service officers for various election roles; identify and secure suitable public buildings for use as electoral premises; plan and procure the logistical items required during elections; and enhance its systems and processes to serve voters better. ELD has been allocated $29.12 million or 10% of the PMO’s total operating expenditure for its operational requirements.
