Ministry of Manpower (MOM)

Vision: A Great Workforce, A Great Workplace

Mission: To achieve a globally competitive workforce and great workplace, for a cohesive society and a secure economic future for all Singaporeans.

To achieve this mission, MOM has three strategic outcomes:

  • Globally Competitive Workforce
    Developing a dynamic, flexible and productive workforce that drives economic growth and possesses skills for mobility and growth.
  • Financial Security & Lifelong Employability for Singaporeans
    Fostering lifelong employability of Singaporeans through skills upgrading, and enhancing income security and retirement adequacy of Singaporeans.
  • Progressive Workplaces
    Developing safe, healthy and harmonious workplaces with good employment standards and progressive human resource practices for all workers.

A total budget of $1,114 million (inclusive of $111.6 million from the Lifelong Learning Endowment Fund) has been allocated to MOM in FY2010 to achieve its mission.

Globally Competitive Workforce

As we forge ahead in the economic upturn, MOM seeks to develop a globally competitive workforce that is dynamic, flexible, responsive and productive.

$462.7 million (41.53% of MOM’s FY2010 budget) will be spent on developing a globally competitive workforce. The key initiatives and programmes in FY2010 are highlighted below:

Improving Workforce Productivity

Improving Workforce ProductivityTo build a workforce at the global skills frontier, MOM will continue with efforts to enhance the capability of the Singapore workforce through: (a) skills upgrading; (b) improving the quality and sustainability of the Workforce Skills Qualifications (WSQ) system; (c) developing parallel pathways for skills training; and (iv) strengthening the Continuing Education and Training (CET) system to cater to professionals, managers and executives (PMEs). MOM will also progress with the development of the two national CET campuses, which will serve as key focal points for skills upgrading.

Labour productivity is a key driver of sustained economic growth. MOM will work with MTI to raise enterprise productivity and drive productivity at the national level. To support companies in rolling out productivity initiatives, MOM will work with WDA to develop relevant training for employees at all levels.

Improving Quality and Optimising Allocation of Foreign Workforce

Improving Quality and Optimising Allocation of Foreign WorkforceMOM will further calibrate our foreign workforce policy to strike a balance between supporting economic growth, and maintaining a sustainable stock and flow of foreign manpower. To support a high productivity economy, MOM will also put in place measures to enhance the quality of our foreign workforce.

Continued Emphasis on Talent and Skills

To attract and retain talent in Singapore, MOM will position Singapore as a career capital with well-rounded attributes and a place where people are naturally drawn to start or grow their careers. MOM will also deepen our engagement with talent, both local and foreign, by enhancing networks and opportunities available.

Financial Security and Lifelong Employability for Singaporeans

MOM plays a key role in fostering lifelong employability of Singaporeans, helping Singaporeans build up their retirement adequacy, and improving the income security of vulnerable workers.

$451.0 million (40.49% of MOM’s FY2010 budget) will go towards enhancing financial security and lifelong employability for Singaporeans. The major initiatives in FY2010 are as follows:

Fostering Lifelong Employability

Fostering Lifelong EmployabilityWith an ageing labour force, MOM will continue to work with its Tripartite Partners to encourage the adoption of re-employment practices and finalise the Tripartite Guidelines on the Re-Employment of Older Employees. This is to prepare for the enactment of re-employment legislation by 2012. The ADVANTAGE! Scheme will also be reviewed to better support employers to implement re-employment and recruit or retain older workers.

Building up Retirement Adequacy

MOM will continue to work with CPF Board to help CPF members build up their retirement adequacy, and improve the design of CPF LIFE.

Helping Low-Wage Workers

Helping Low-Wage WorkersTo improve the income security of low-wage workers, MOM will be rolling out changes to the Workfare Income Supplement (WIS) scheme to ensure its continued relevance and effectiveness. To help low-wage workers upgrade and place them in better jobs, MOM will introduce programmes to encourage employers to send low-wage workers for training and for low-wage workers to commit to training. MOM will also step up promotional and enforcement efforts to better protect low-wage workers.

Progressive Workplaces

A key area of MOM’s work is on building progressive workplaces to maximise the potential of its workforce. MOM will continue to step up its efforts to engender safer and healthier workplaces, maintain harmonious industrial relations, enhance employment standards and human resources practices, as well as better manage our foreign workforce.

$72.6 million (6.52% of MOM’s FY2010 budget) will go towards building progressive workplaces. Major initiatives and programmes in FY2010 include:

Building Safe and Healthy Workplaces

As part of the Workplace Safety and Health (WSH) 2018 strategy, MOM will continue its efforts of bringing down the workplace fatality rate to 1.8 fatalities per 100,000 workers. This includes rolling out the Workplace Health Strategy, the construction and marine sectoral plans, as well as the establishment of a dedicated WSH Institute. MOM will also be preparing all stakeholders for the extension of the Workplace Safety and Health Act (WSHA) to all workplaces in 2011, and press on with its efforts to build a strong WSH culture.

Protecting Employers and Workers

Protecting Employers and Workers

Strengthening Foreign Manpower ManagementMOM will provide professionals, managers and executives (PMEs) with more support in employment dispute resolution to safeguard their interests. Given the important role of the employment agency industry as the intermediary between foreign workers and employers, MOM will be enhancing the regulation of the Employment Agency industry to better protect employers and workers.

Promoting Progressive Workplaces Practices

MOM will establish a Human Capital Leadership Institute (HCLI) for Asia in Singapore to develop Singapore as the Asian hub for human capital development and leadership excellence. The Tripartite Alliance for Fair Employment Practices (TAFEP) will introduce the inaugural TAFEP Exemplary Employer Award to recognise exemplary organisations that have effectively implemented progressive and fair employment practices.

Strengthening Foreign Manpower Management

MOM will continue to implement measures to improve the wellbeing and employment standards of foreign workers. At the same time, MOM will continue to step up enforcement efforts against abuses to the work pass framework.
