Ministry of Information, Communications and the Arts (MICA)

Ministry of Information, Communications and the Arts (MICA)

MICA’s mission is to develop Singapore as a global city for information, communications and the arts, so as to build a creative economy, gracious community and a connected society with a Singaporean identity rooted in our multi-cultural heritage. A total budget of $1.01b has been allocated to MICA in FY2010 to achieve this mission.

MICA aims to achieve the following strategic outcomes:

  • A Vibrant and Sustainable Creative Cluster;
  • A Thriving Infocomm and Media Cluster;
  • A Gracious and Knowledgeable People, Appreciative of Arts and Culture;
  • A Sense of Community, National Identity and Rootedness; and
  • A Better Understanding of Singapore and its Policies.

Developing the Creative Industries

The Creative Industries is strategic to our future competitiveness as Singapore transits to a Creative Economy. MICA seeks to develop a Creative Economy to improve Singaporeans’ quality and vibrancy of life as well as nurture a conducive environment by embracing ideas and individual creativity. $43m will be set aside for the following key initiatives under the Creative Industries Development Strategy:

  • DesignSingapore Phase II DesignSingapore Phase II, which aims to develop a vibrant, integrated and competitive design cluster, and to enhance the performance of other economic clusters and society by leveraging on design. DesignSingapore Phase II will also drive innovation and design intellectual property creation. A National Design Centre will be set up to better realise the vision of Singapore as a global city of design.
  • Singapore Media Fusion Plan (SMFP), which aims to enhance the competitiveness of Singapore’s economy and articulates Singapore’s response to a changing media landscape. Propelled by the vision of positioning Singapore as a Trusted Global Capital for New Asia Media, SMFP aims to provide more media choices and grow an exciting sector of quality made-by-Singapore content that contributes towards Singapore’s economic dynamism. SMFP will support the transition of Singapore into a creative economy infused with game-changing ideas and innovations.

Connecting and Empowering our People through Innovation

The Government is encouraging the creation of innovative solutions and building of knowledge capital to drive growth as Singapore moves towards transforming into an intelligent nation powered by infocomm. $453m will be allocated to establish and enhance Singapore’s Next Generation National Infocomm Infrastructure as well as encourage the creation of next generation services that utilises the Next Generation Nationwide Broadband Network. MICA will continue to encourage infocomm adoption to ensure an all-inclusive digital society where our People are empowered through technology.

Nurturing Gracious and Knowledgeable People

MICA sees the growing appreciation of the Arts as a positive and encouraging step towards building a Gracious and Knowledgeable Society. We seek to inculcate the value of a vibrant Arts scene as part of our culture, to instill a better understanding of our Heritage and to support life-long learning in our People.

Nurturing Gracious and Knowledgeable People

  • $128m will be allocated to nurturing the arts and making it an integral part of the lives of the people of Singapore. MICA and NAC will develop the literary arts sector and promote Singapore Literature locally and internationally. We also seek to grow the traditional arts scene by developing the capability of our artists. We aim to cultivate a broad-based appreciation for the arts and build up our People’s engagement through events such as the District Arts Festivals, Singapore Biennale and outreach programmes, like the Silver Arts Programme and Noise Singapore. MICA will also continue to nurture the talent pool of the young by managing the School of the Arts.

    Singapore Biennale

  • $109m will be allocated to build cross-cultural and inter-generational understanding in our community, and to develop a more vibrant heritage sector in Singapore. MICA seeks to increase the awareness and accessibility of Singapore’s heritage through community outreach programmes and engaging museum exhibitions. Our museum collections will be strengthened through local and international collaborations. MICA is currently redeveloping the former Supreme Court and City Hall Building into a National Art Gallery to promote and better understand our South-east Asian heritage.

    Library

  • In support of MICA’s vision of life-long learning among Singaporeans, $185m will be allocated to our libraries to promote a knowledgeable and engaged society, through the provision of a network of regional and community libraries and to provide a rich on-line information source and content at the National Library Board’s digital library. MICA will also continue its active citizenry efforts to facilitate access to information through social learning spaces and outreach programmes.

Strengthening Our National Identity and Building Singapore Together with Our People

  • In addition to the above programmes, an additional $19m will be allocated to nurture a sense of rootedness among Singaporeans, and create affinity for Singapore amongst Singaporeans and the international community, through government’s public communications/information programmes.
