Government Administration
 

The Government Administration Sector comprises the Ministry of Finance (MOF), the Ministry of Law (MinLaw), the Prime Minister’s Office (PMO) and the Organs of State. This sector accounts for $1.7 billion or 4.0% of government expenditure in FY2009.

The Government Administration Sector aims to achieve the following outcomes:

  • Rule of Law
  • Dynamic, Forward-Looking and Effective Public Service Leadership
  • Effective and Efficient Use of Resources
  • Customer-Centric Government
  • Integrated Government

Rule of Law

The Government will maintain a strong legal system that is effective, impartial and efficient, and ensure access to justice for all.

  • MinLaw will maintain a legal framework that supports our social objectives and economic progress. In FY09, its focus will be on implementing the recommendations made by a Committee chaired by Justice VK Rajah on legal education and professional training.
  • The Attorney-General’s Chambers will continue to enhance the rule of law and constitutional government in Singapore by providing sound legal advice and assistance in developing a fair and responsive legal system, furthering good public administration and protecting the State and the people.
  • The Legal Aid Bureau will provide quality legal advice, assistance and aid on civil matters to persons of limited means, and will engage more solicitors and volunteers to support the Bureau in achieving this.
  • The Courts will process, manage and deliver just decisions according to the law in civil and criminal cases and applications.

Dynamic, Forward-Looking and Effective Public Service Leadership

The Government will build a strong and adaptable public sector leadership to create a better future for Singapore.

  • The Public Service Division (PSD) will attract and develop public officers to nurture a forward-looking public service.
  • In addition, PSD administers scholarships to attract and groom leaders for the Public Service and helps scholars better understand the fundamentals underpinning the economy and society of Singapore.

Effective and Efficient Use of Resources

The Government will ensure that resources are deployed to achieve the best value.

  • MOF will ensure that the Government’s fiscal position is sustainable over the medium and long term, and that our reserves are optimally managed to balance Singapore’s present and future financial needs.
  • MOF will continue to work with agencies to level up procurement expertise across the public sector, and maximize value through smart procurement practices.
  • MOF will continue to identify areas for creating economic value in the public sector under the Economy Drive.
  • MOF will also conduct value-for-money reviews to systemically examine whether expenditures are achieving the intended outcomes and doing so in a cost-effective way.
  • MinLaw and the Singapore Land Authority will optimise our land resources and balance amongst competing demands to support economic development, social growth and cohesion, and the protection of our nature reserves and parklands for the present and the future.

Customer-Centric Government

The Government will develop a public sector that is customer focused and which provides quality service which is courteous, accessible, responsive and effective (CARE).

  • The Government will extend the reach and richness of government e-services under the iGov2010 masterplan by leveraging on mobile phones and new technology platforms such as Near Field Communication and map-based data to enhance our interaction with the public. More integrated e-services will also be developed.

Integrated Government

The Government will build an integrated public sector, where public agencies collaborate across boundaries to enhance performance and deliver better value.

  • The Government is harmonizing desktop, messaging and network environment across government agencies through the Standard Operating Environment (SOEasy) project.
  • Government agencies will work together to develop shared systems to reap economies of scale and leverage on best practices.
  • The Government will review and streamline business licences in Singapore to strengthen Singapore's competitive advantage as the best place to do business.
  • The Government will continue to nurture a “WOG mindset” among public officers, through enhancing HR and finance policies for better integration and developing common standards and architecture within the public sector.
  • The National Population Secretariat will plan, guide and co-ordinate whole-of-government population-related policies and programmes to engage overseas Singaporeans, encourage the naturalisation and integration of suitable immigrants, and promote marriage and parenthood in Singapore.
  • The National Research Foundation sets the national direction for R&D by developing policies, plans and strategies for research, innovation and enterprise; funding strategic initiatives; building up R&D capability and capacity; and coordinating research across different agencies in Singapore. NRF also provides secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Prime Minister.
