Expenditure Overview

Security and External Relations

The Security and External Relations Sector comprises the Ministry of Defence (MINDEF), the Ministry of Home Affairs (MHA) and the Ministry of Foreign Affairs (MFA) and accounts for 41.8% of FY2006 government expenditure.

The Security and External Relations Sector aims to achieve peace, security and sovereignty for Singapore and Singaporeans.

Peace, Security and Sovereignty

$10 billion will be allocated to MINDEF to ensure that Singaporeans continue to enjoy a peaceful and secure environment, with Singapore enjoying unimpeded access to its air and sea lines of communication.

The Singapore Armed Forces (SAF) will maintain a high state of operational readiness to respond to any conventional or non-conventional threat to Singapore's security, while maintaining a wide circle of defence ties with both regional and extra-regional friendly forces.

The SAF will equip its servicemen with the necessary skills and knowledge to leverage technologically advanced weapons and operational doctrines of modern warfare.

$343 million will be allocated to MFA to safeguard and promote the interests of Singapore and Singaporeans through effective diplomacy.

Safe and Secure Society

$23 million will be allocated to develop a comprehensive anti-crime and counter-terrorism CCTV security system that will enhance the preparedness, detection, and prevention of the twin threats of crime and terrorism.

$39 million will be allocated for the construction of new Civil Defence public shelters in MRT stations along the Circle Line and for the maintenance of existing public shelters around Singapore.

$218 million will be allocated to maintain border security through ensuring that the movement of people, goods and conveyances passing through checkpoints are legitimate and lawful.

$7 million will be allocated to fund the Expanded Home Detention scheme. The scheme allows suitable inmates to serve the tail end of their sentence at their residence. Another $10 million will fund the aftercare programmes of Halfway Houses.
