MND strives to create the best physical and
living environment for building a robust economy,
a vibrant city, and cohesive communities. A total
budget of $1,243 million has been allocated to
MND in FY2006 to achieve this mission.
MND will provide quality and affordable public
housing as well as rejuvenate older HDB estates
so that residents can enjoy improved living conditions.
To provide optimal greenery, parks and recreational
space for the public, MND will maintain the Garden
City environment, develop new parks and park
connectors, and redevelop existing parks.

The capabilities of the Agri-Food and Veterinary
Authority will be strengthened to ensure the
safety of Singapore's food supply. The Building
and Construction Authority will ensure that Singapore's
buildings are designed, constructed and maintained
to a high standard of safety and also promote
the development of the construction industry.
Public Housing Development Programme
$369 million will be allocated to rejuvenate
older housing estates through various estate
renewal programmes.

13,036 flats will be upgraded under
the Main Upgrading Programme (MUP) and
Interim Upgrading Programme (IUP)/IUP Plus.

The MUP improves
the flats, blocks and precincts with
features that HDB residents value,
e.g. lifts that stop at every floor
where technically feasible, covered
linkways and children's playgrounds

The IUP offers estate
improvements such as covered linkways,
fresh coats of paint and new letter-boxes.
Under IUP Plus, more flat owners
can benefit from earlier direct lift
access to every floor and enjoy the
benefits of interim upgrading as
well.

6,986 flats will enjoy direct access
to newer and faster lifts under the Lift
Upgrading Programme.

Residents of about 1,200 flats will
receive compensation for their properties
acquired under the Selective En-bloc Redevelopment
Scheme (SERS). SERS optimises land-use.
The attractive re-housing package offered
under SERS also presents a unique opportunity
for residents living in older HDB estates
to upgrade their flats to new and better
ones on fresh 99-year leases, while preserving
family and community ties built over the
years.

$323 million will be used to subsidise public
housing.
Housing Estates Management Programme
$98 million
will be used as operating grants to Town Councils
to help cover service and conservancy
costs.
$54 million will be used to improve
the public facilities in the public and private
housing
estates. The improvement to public housing estates
will allow residents in HDB precincts that have
yet to be selected for the upgrading programmes,
to enjoy the convenience of facilities like walkways
and children’s playgrounds in the interim.
The improvements to private housing estates include
provision of new estate signage, improved street
lightings and footpaths
National Parks Board
Programme
$106 million
will be spent to maintain the City in the Garden
environment, promote community
participation and greater ownership of our
Garden City, develop and promote landscape and
horticultural
expertise by increasing the pool of local skilled
workers and professionals, and showcasing our
horticultural excellence.
$55 million will
be allocated to develop new parks and park
connectors and redevelop
existing
parks, in particular to fund the preliminary
works for Gardens by the Bay and redevelopment
projects in Singapore Botanic Gardens.

Agri-Food
and Veterinary Authority Programme
$58 million
will be set aside to the operations of Agri-Food
and Veterinary Authority
to ensure
the safety of our food supply, freedom
from important animal and plant diseases and
to
combat global
threats of food-related disease such as
Bird Flu.
Building and Construction Authority
Programme
$20 million will be set aside
for the operations of Building and Construction
Authority to ensure
that our buildings are designed, constructed
and maintained to a high standard of
safety and to promote the development of
our construction
industry. |
