MinLaw’s mission is to ensure a sound
legal infrastructure, optimise land resources,
and promote intellectual property to support
our economic and social goals. To fulfill this
mission, a total budget of $211 million has been
allocated to MinLaw in FY2006.
MinLaw provides quality legal aid to eligible
persons who do not have the financial means,
to avail them access to justice. MinLaw also
provides a fair, efficient and effective system
for

the administration of individual and
corporate insolvency cases, estates of
deceased persons, and third party motor
accident compensation monies; and
|
|
|
|
|
•
|
the regulation of moneylenders and pawnbrokers.
|
|
At the community level, MinLaw provides members
of the public with an accessible, cost-effective
dispute resolution framework for community disputes.
MinLaw also works closely with other relevant
agencies to create greater public awareness of
and encourage the use of mediation as the preferred
means of resolving social and relational disputes.
On the management of land resources, MinLaw
and its statutory board, the Singapore Land Authority
(SLA), ensure that State land and buildings are
optimised through innovative and market-driven
land policies. MinLaw and SLA also ensure that
State land and buildings are properly managed
and maintained, and made available to meet the
nation’s social and economic needs.
In the area of Intellectual Property, MinLaw
works with its statutory board, the Intellectual
Property Office of Singapore (IPOS), to put in
place programmes to help Singapore-based entities
capitalise on their IP assets, particularly in
overseas markets, while ensuring a robust IP
framework that spurs innovation and attracts
IP-intensive companies to Singapore. MinLaw and
IPOS also focus on capability development and
training to build up our industries providing
IP services.

MinLaw’s key public programmes include:
Legal Aid |

$4.6 million will be allocated to provide
legal aid, assistance and advice to persons
of limited means, who are eligible.

Individual Insolvency |
•
|
$5.2 million will be set aside to administer
25,000 individual insolvency cases towards
protecting, balancing and meeting the interests
of all stakeholders, including the discharge
of appropriate insolvent individuals.
|
|
Corporate Insolvency |
•
|
$1.4 million will be set aside to administer
2,200 corporate insolvency cases towards
protecting, balancing and meeting the interests
of all stakeholders.

Public Trustee |
•
|
$1.7 million will be used to carry
out the expeditious distribution of the
assets of estates of deceased persons to
beneficiaries, and the insurance compensation
monies to victims of motor accidents.

Registry of Moneylenders
and Pawnbrokers |
•
|
$0.3 million will be spent to regulate
240 moneylenders and pawnbrokers.
|
|
Community Mediation |
•
|
$1 million will be allocated to provide
an accessible network of Community Mediation
Centres with cost-effective mediation services,
to run public education programmes to inculcate
mediation as a valuable life skill, and
to conduct training programmes to equip
volunteer community mediators and grassroots
leaders with the necessary skills to mediate
community and social conflicts.
