The mission of MICA is to develop Singapore
as a global city for information, communications
and the arts, so as to build a creative economy,
gracious community and a connected society with
a Singaporean identity rooted in our multi-cultural
heritage. A total budget of $545 million has
been allocated to MICA in FY2006 to achieve this
mission.
MICA aims to achieve the following outcomes:

Developing the Creative Industries
$27
million will be set aside to implement the Creative
Industries
Development Strategy which aims to
double the % GDP contribution of Creative Industries
from 3% today to 6% in 2012. The strategy aims
to tap on the high growth potential of the Creative
Industries, comprising Media, Design and Arts
Sectors, to create new value and more jobs for
Singapore. Creative Industries thrive at the
convergence of arts, businesses and technology
and will be vital to sustain Singapore’s
economic success as we transit to a Creative
Economy. Some key initiatives under Creative
Industries Development Strategy are:
"Media 21", which aims to develop
Singapore into a global media city by:
•

Enhancing the capabilities of 1,000
local media professionals and students;
|
|
|
|
|
•
|
Supporting the development of 20 digital
media projects such as games and animation,
applications and services for digital TV,
digital audio, interactive TV and digital
cinema;
|
|
|
|
|
•
|
Helping 100 local media enterprise participants
to expand overseas through developing new
markets for Made-by-Singapore media content,
co-productions with overseas partners and
participation in international media trade
missions; and
|
|
|
|
|
•
|
Growing the 2 anchor media events in
Singapore - Asia Media Festival and Broadcast
Asia.
|
|
"DesignSingapore", which aims to
position Singapore as Asia’s leading node
for design, and where design excellence is a
key driver of national competitiveness. Singapore’s
design industry (comprising Communications, Environment,
Fashion and Industrial/Product Design) would
be promoted and developed through:

Showcasing the works of Singapore designers
at international platforms, such as the
Salone Internazionale del Mobile in Milan
in 2006;
|
|
|
|
|
•
|
Developing 4 major projects between
Singapore and international designers to
increase international design exchange
and collaboration, and develop our design
capabilities;
|
|
|
|
|
•
|
Attracting international design organisations
to hub in Singapore for project collaboration
and job creation;
|
|
|
|
|
•
|
Hosting major international design networking
events such as the Asian Designers Network
Conference 2006; and
|
|
|
|
|
• |
Awarding the President's Design Award
and other design scholarships. |
|
"Creative Community Singapore",
which aims to provide new opportunities for Singaporeans
to unleash their creative potential through the
funding of their project ideas. It targets to
achieve the following:
•

Create 50 new Creative Business startups
through an incubator programme;
|
|
|
|
|
•
|
Fund 40 projects to enhance the vibrancy
of the creative community and encourage
enterpreneurship;
|
|
|
|
|
•
|
Build Cultural Capacity within 5,000
individuals via the projects;
|
|
|
|
|
•
|
Create 150 new jobs in the Creative
Industry; and
|
|
|
|
|
• |
Value-add economic contribution of $5
million. |
|
Promoting the Information Communications & Technology
Sector
$56 million will be allocated to promote and
develop the Information and Communications Technology
sector by:
•

Launching and implementing new programmes
to (1) Enhance Singapore's economic competitivenss
and innovation through infocomm, (2) Increase
the growth and competitiveness of the infocomm
industry and (3) Enrich lives through infocomm;
|
|
|
|
|
•
|
Enhancing Singapore’s national
infocomm infrastructure, including wired
and wireless broadband;
|
|
|
|
|
•
|
Implementing the Infocomm Manpower
Development Roadmap eg. training more than
3,500 Infocomm professionals in critical
and emerging technologies to meet the needs
of the industry;
|
|
|
|
|
•
|
Supporting more than 10 strategic flagship
IT projects to encourage infocomm innovation
and adoption in various business sectors;
|
|
|
|
|
• |
Supporting key projects in strategic
infocomm areas such as Interactive & Digital
Media, RFID, wireless broadband, web services,
Business Process Outsourcing and Infocomm
Security; and |
|
|
|
|
• |
Providing assistance to more than 300
local Infocomm companies in bringing their
products to both local and emerging overseas
markets. |
|
Nurturing the Arts
$90 million will be used to nurture the arts
and make it an integral part of the lives of
Singaporeans,
through partnership with the private sector and
the arts community, with the overall aim to transform
Singapore into a global arts city by:
•

Developing the Arts School to integrate
arts and academic education for artistically-inclined
secondary school students;
|
|
|
|
|
•
|
Organising major arts events such as
the Singapore Arts Festival, the Singapore
Biennale 2006 (an international visual
arts showcase), and the Singapore Music
Festival;
|
|
|
|
|
•
|
Providing grants to over 520 local artists
and arts groups (include 23 major arts
groups), and providing subsidised arts
housing to deserving artists and arts groups
to develop their works under the Arts Housing
Scheme;
|
|
|
|
|
•
|
Organising and supporting 135 arts outreach
programmes targeted at over 125,000 people;
and
|
|
|
|
|
• |
Assessing and endorsing 600 quality
arts education programmes to reach out
to 330,000 students, as well as carrying
out arts education initiatives for pre-schoolers. |
|
Strengthening Our Cultural Heritage
$80 million will be allocated to broaden and
deepen Singapore’s heritage through:
•

Re-opening the National Museum of Singapore
at Stamford Road to become a landmark destination
for all Singaporeans and international
visitors;
|
|
|
|
|
•
|
Converting the City Hall and Supreme
Court into the National Gallery;
|
|
|
|
|
•
|
Converting the Asian Civilisations Museum
at Armenian Street into a Peranakan Museum,
and
|
|
|
|
|
•
|
Organising museum exhibitions and heritage
outreach programmes, including the Singapore
HeritageFest, with the target of attracting
984,000 museum visitors and 2,500,000 programme
participants.
|
|
Advancing Learning and Knowledge Development
$152 million will be allocated to our libraries
to support life-long learning among Singaporeans
by providing:
•

A national library that aims to become
a one-stop centre for Asian collections
and materials;
|
|
|
|
|
•
|
A network of 3 regional libraries,
20 community libraries and 18 community
children's libraries, which serve 30 million
library visitors and 2 million library
members;
|
|
|
|
|
•
|
Rich on-line information sources and
content at NLB's e-library Hub portal which
serves 13.6 million on-line users;
|
|
|
|
|
•
|
Rare materials and documents of historic
significance which have been digitised
for easy accessibility and promotion of
our heritage; and
|
|
|
|
|
•
|
Digitised artistic heritage materials
for greater accessibility to raise awareness
of Singapore's many arts and cultural icons.
