The mission of MCYS is to build a cohesive
and resilient society. MCYS seeks to fulfill
its mission by fostering socially responsible
individuals, inspired and committed youth, strong
and stable families, a caring and active community,
and a sporting people. A total budget of $1.04
billion has been allocated to MCYS in FY2006
to achieve this mission. In addition, the ComCare
Endowment Fund, which was set up to provide financial
assistance to the lower income segment of the
population, is expected to receive interest income
of $25 million in FY2006.
MCYS aims to help Singaporeans take responsibility
for looking after their own personal and family
welfare, rather than depend on society. Through
our programmes for the low-income, disabled and
elderly, we aim to inculcate a spirit of self-reliance
in them.
MCYS aims to develop youth who can contribute
to Singapore, and who feel a sense of belonging
to the nation. We want our youth to initiate
and pursue community projects, and be involved
in national and community issues. Our youth should
have the ability and opportunities to realise
their potential and become leaders.
MCYS aims to make Singapore the best home
where parents can raise their children and enjoy
the warmth of family life. We will continue to
promote strong and stable families. To help families
cope with multiple roles and the demands on their
time, MCYS will encourage work-life balance.
MCYS works towards bringing the different
segments of society closer together. We encourage
citizens to be actively involved in helping others,
through volunteerism and philanthropy.
MCYS seeks to inculcate resilience, the will
to succeed and a sense of national pride through
sports. Singaporeans transcend boundaries, when
celebrating the sporting achievements of our
sportsmen, to bond as a community through sports.
Socially Responsible Individuals
For the Elderly
$13 million will be set aside for community-based
and residential care services and programmes
for the elderly.
For the Needy
$82 million will be set aside for social
assistance for low-income and needy Singaporeans,
intervention programmes for children from families
at risk as well as institutional care for the
destitute. An additional $3 million for the ComCare
Enterprise Fund which provides seed funding to
start sustainable social enterprises which are
focused on helping needy Singaporeans.
For Juvenile Delinquents and Vulnerable Children
$46 million used on programmes for children
and families who are victims of family violence
and abuse to provide intervention and remedial,
for perpetrators to receive counselling services,
and for juvenile offenders.
For the Disabled
$28 million to be spent to assist persons
with disabilities. For children, funded programmes
include integrated childcare programmes for children
aged 2-6 years, early intervention programmes
for young children aged 0-6 years and Community
Integration Support Programmes for school-going
children in mainstream schools. For adults, funded
services include Day Activity Centres, Sheltered
Workshops and job placement assistance, vocational
assessment services and residential programmes.
Another $11 million will be set aside for
the development of disability-friendly facilities.

Inspired & Committed Youth
$7.5 million will be set aside for the following
youth development initiatives:
Encouraging Youth Engagement
•

Enhanced support for youth to initiate
and pursue community projects. Initiatives
include a first-stop advisory service to
start community activities, and provide
spaces and platforms for youth to organise
activities and showcase their talents.

Developing Youth Leadership
•

Develop the Youth Leaders and Mentors
Programme, which aims to nurture youth
leaders, mentors and service-learning facilitators
through in-classroom leadership training
coupled with subsequent placement in various
community service programmes.

Develop a panel of Young Changemakers
to empower youth as grantmakers and mentor
teams to pursue projects that benefit the
community.

Providing Youth Support
•

Setup the ‘School Social Work
to Empower Pupils to Utilise Potential’ (STEP-UP)
programme and social work services provided
in schools by Voluntary Welfare Organizations,
which aim to strengthen students’ social
and emotional resilience, as well as help
parents and teachers better manage and
support the students.

Start the Youth Inc unit and the Out-of-School
Youth (OSY) Secretariat, which aims to
address the needs of OSYs by providing
direction for and supporting Voluntary
Welfare Organizations in the delivery of
social services targeted at OSYs.

Strong & Stable Families
$318 million will be set aside for the Baby
Bonus Subsidy Scheme and Government Paid Maternity
Leave Scheme, to support and encourage married
couples to have more children.
$89 million will be allocated for childcare
subsidies, including the infant care programme,
to help parents access quality childcare and
infant care in a centre-based environment.
A Caring and Active Community

Reinforcing Communal Harmony
•

$245 million will be allocated to the
People's Association (PA) to promote racial
harmony and social cohesion. The Community
Development Councils and grassroots organisations
will focus on widening community outreach,
building trust between people and Government,
integrating new citizens and permanent
residents, promoting family life, engaging
youth, preparing the community for an ageing
population, bonding through sports, delivering
good service and building up emergency
response capability.

$3.8 million will be allocated to the
Majlis Ugama Islam Singapura (MUIS) to
enhance racial and religious harmony through
partnership with other ethnic and religious
organizations.

Nurturing Active Citizens
•

$49.3 million will be set aside to promote
volunteerism, support philanthropy and
build a strong network of community and
social services. This amount includes $35.2
million to the community self-help groups,
$9.2 million to the National Council of
Social Service (NCSS) and $4.9 million
to the National Volunteer and Philanthropy
Centre (NVPC).

A Sporting People
$138.4 million will be allocated for sports
initiatives, where:

$40 million will be used for the promotion
of sports excellence through structured
support schemes to raise the standard of
our national athletes and coaches, develop
and enhance of the operational capabilities
of National Sports Associations, and sports
science and medicine, to ensure the well-being
of our national athletes.

$66.5 million will be used to encourage
Singaporeans to engage in sports regularly
by partnership promotions, public education,
and the promotion of team spirit, teamwork
and national pride through Team Singapore.
In addition, new sports complexes will
be developed.

$17.5 million will be set aside to develop
the sports industry through organising
and staging international sports events.
|
|
|
|
|

|
$14.4 million will be spent on the Sports
School where stars of the future could
balance intensive sports training with
a flexible academic curriculum. The school
plans to take in 100 new students in FY2006,
raising its total enrollment to 300 students.
