3.23 First, we will ensure that education remains
affordable for all, even the poorest. Currently,
about 15,000 students benefit from our Financial
Assistance Scheme. Their school fees and 50% of
their standard miscellaneous fees are waived.
They also receive free textbooks at the primary
and secondary level and a bursary at the Junior
College/Centralised Institute level. We will raise
the household income thresholds for this scheme,
and also enhance the benefits it offers.
