3.28 Our fifth strategy is to reward work, so
that everyone is encouraged to continue working,
rather than rely on state welfare. Some of our
assistance to low-income earners should therefore
depend on their efforts to work. The Low Wage
Workers Committee has recommended a Workfare Bonus
for older and lower-income workers. I will elaborate
on such a scheme later.
