Excellence in Public Service Delivery through e-Government

The e-Government programme has enabled the Public Service to enhance the delivery of services to our citizens and businesses. Since the launch of the e-Government programme, almost all Government services that are feasible to be delivered online are now available through the internet.

The Ministry of Finance will continue in its drive towards “Delighting Customers” and “Connecting Citizens”. In FY2005, the Ministry expects to devote $23 million to further its e-Government initiatives and projects. Major FY2005 initiatives and projects include:

 

i. User-Centric Services through 3P Integration

 

The Government will go beyond the public sector and work with the private and people sector to create integrated e-services with the user in mind. The integration of the public-private-people sector, or 3P Integration, is expected to bring about greater convenience and cost savings to users, as well as new business opportunities for enterprises.

Two major 3P Integration projects are the Integrated Trade & Logistics IT Platform, and the National Electronic Payment Hub.

Integrated Trade and Logistics IT Platform
The Integrated Trade and Logistics IT Platform will help manage the flow of commercial and regulatory information across the entire trade and logistic value chain. Government agencies, shippers, freight forwarders, carriers, and financial institutions will use this system to facilitate the flow of goods within, through as well as out of Singapore.

National Electronic Payment Hub
The National Electronic Payment Hub will provide an integrated and total bill payment experience for all consumers by being a one-stop payment portal that offers payment of both Government and private sector bills online.

 

ii. Self-service Internet Terminals @ Government Agencies

 

More Government agencies will make self-service internet terminals available on their premises to make it more convenient for the public to use online public services. Through the Singapore Government Online portal (www.gov.sg), users can access all online public services, without having to wait in line at counters.

 

iii. eCitizen Helper Programme

 

The eCitizen Helper Programme is a joint collaboration between the public, private and people sector to provide access as well as assistance in using the internet to those who need to transact online with the Government. The Programme is offered at selected eClubs, community clubs, libraries, and the Retired & Senior Volunteer Programme (RSVP) office.
