MND strives to create the
best physical and living environment for building a
robust economy, a vibrant city, and cohesive communities.
A total budget of $1,427 million has been allocated
to MND in FY2005 to achieve this mission.
MND will provide quality and affordable public housing
as well as rejuvenate older HDB estates so that residents
can enjoy improved living conditions. To provide optimal
greenery, parks and recreational space for the public,
MND will maintain the Garden City environment, develop
new parks and park connectors, and redevelop existing
parks.
The capabilities of the Agri-Food and Veterinary Authority
will be strengthened to ensure the safety of Singapore's
food supply. The Building and Construction Authority
will ensure that Singapore's buildings are designed,
constructed and maintained to a high standard of safety
and also promote the development of the construction
industry.

Public Housing Development

26,271 flats will be upgraded under the Main
Upgrading Programme (MUP) and Interim Upgrading
Programme (IUP)/IUP Plus. |

The MUP improves the flats, blocks and
precincts which HDB residents value e.g.
lifts that stop at every floor where technically
feasible, covered linkways and children's
playgrounds. |

The IUP offer improvements such as covered
linkways, fresh coats of paint and new letter
boxes. Under IUP Plus, more flat owners
can benefit from earlier lift upgrading
and enjoy the benefits of interim upgrading
as well. |

10,602 flats will enjoy direct access to newer
and faster lifts under the Lift Upgrading Programme. |

Residents of about 2,200 flats will receive
compensation for their properties acquired under
the Selective En-bloc Redevelopment Scheme (SERS).
SERS enables better optimisation of land-use.
The attractive re-housing package offered under
SERS also presents a unique opportunity for residents
living in the old estates to upgrade their flats
to new and better ones on fresh 99-year leases
while preserving the family and community ties
built over the years. |

Town Councils to help cover service and conservancy
costs. |

housing estates will allow residents in HDB precincts
that have yet to be selected for the upgrading programmes
to enjoy the conveniences of facilities like walkways
and children’s playgrounds in the interim. The

of new estate signages, improved street lightings and
footpaths.
