Expenditure Overview
 

Ministry of Law
 

MinLaw’s mission is to ensure a sound legal infrastructure, optimise land resources, and promote intellectual property to support our economic and social goals. To fulfill this mission, a total budget of $331 million has been allocated to MinLaw in FY2005.

MinLaw will provide quality legal aid to eligible persons who do not have the financial means, to avail them of access to justice. MinLaw will also provide a fair, efficient and effective system for the administration of individual and corporate insolvency, which balances the needs of debtors, creditors and the community in financial failures. In addition, MinLaw will administer the estates of deceased persons, motor accident compensation monies, and proceeds of crime confiscated under specific legislations.

At the community level, MinLaw will continue to provide members of the public with an accessible, cost-effective dispute resolution framework for community disputes through a network of Community Mediation Centres. MinLaw will also work closely with other relevant agencies to generate greater public awareness and the use of mediation as the preferred means of resolving social and relational disputes within all levels of society.

As Singapore's land authority, MinLaw ensures that State land and buildings are optimised through innovative and market-driven land policies. MinLaw will also ensure that State lands and buildings are properly managed and that land resources are made available to meet the nation’s social and economic development needs.

For Intellectual Property (IP), MinLaw will ensure a robust IP framework that enhances Singapore's attractiveness to IP-intensive companies and that spurs greater innovation. MinLaw will also seek to help Singapore-based entities leverage on their IP assets in local and overseas markets.

 

Legal Aid

$4.7 million to provide legal aid, assistance and advice to persons of limited means, who are eligible.

 

Individual Insolvency

$5.2 million to administer 24,000 individual insolvency cases towards protecting, balancing and meeting the interests of all stakeholders, and to rehabilitate 2,000 insolvent individuals.

 

Corporate Insolvency

 

$1.5 million to administer 2,880 corporate insolvency cases towards protecting, balancing and meeting the interests of all stakeholders.

 

Public Trustee

 

$1.5 million to expedite the equitable distribution of the assets of estates of deceased persons, and the appropriate compensation of 3rd party motor accident victims.

 

Registry of Moneylenders and Pawnbrokers

 

$0.3 million to regulate the licensing of 220 moneylenders and pawnbrokers.

 

Community Mediation

 

$1 million to provide an accessible network of Community Mediation Centres with cost-effective mediation services, the running of public education programmes to inculcate mediation as a valuable life skill, and the conduct of training programmes to equip volunteer community mediators and grassroots leaders with the necessary skills to handle community and social conflicts.

 

Optimisation of State Land Resources

 

$21 million for the maintenance of State lands and $32 million for the maintenance of buildings to ensure that they are in good condition for eventual use, and to enhance their rental values.
