The mission
of MICA is to develop Singapore as a global city for
information, communications and the arts, so as to build
a creative economy, gracious community and a connected
society with a Singaporean identity rooted in our multi-cultural
heritage. A total budget of $530 million has been allocated
to MICA in FY2005 to achieve this mission.
MICA aims to contribute towards transforming Singapore
into “The Place To Be” – where all
Singaporeans have the opportunity to fulfill their unique
potential. Our strategic thrusts are to:

Developing the Creative
Industries |
|
| • |
$26 million will be set aside for
3 key initiatives, "Media 21", "DesignSingapore"
and “Creative Town Initiative” to grow the
creative industries. |
|
 |
| • |
Media
21" aims to develop Singapore into a global media
city by:
|
|
| |
| - |
Enhancing the capabilities of 1,000 local
media professionals and students; |
| - |
Supporting the development of 20 digital media
projects such as games and animations, applications
and services for digital TV, digital audio, interactive
TV and digital cinema; |
| - |
Helping 100 local media enterprises expand
overseas through developing new markets for Made-in-Singapore
media content, co-productions with overseas partners
and participation in international media trade
missions; and |
| - |
Growing the 2 anchor media events in Singapore
- Asia Media Festival and Broadcast Asia. |

| • |
"DesignSingapore" will promote
and develop Singapore’s design industry (comprising
Visual Communications, Advertising, Architecture, Interior,
Urban Planning, Fashion and Industrial/Product Design)

Organising a major International Design Festival
in Singapore; |

Showcasing the works of Singapore designers
at international platforms, such as the inaugural
Singapore Season in London; |

Initiating 4 major projects between Singapore
and international designers to develop our design
capabilities; |

Introducing design education scholarships;
and |
| - |
Attracting international design organizations
to hub in Singapore for project collaboration
and job creation. |

"Creative Town Initiative"
aims to nurture creative projects at the community level
and build capabilities to support the development of
the Creative Industries through: |

| - |
Seed-funding creative projects from the people,
private and public sectors; and |
| - |
Providing facilitation, co-branding and marketing
assistance to these projects to maximize the benefits
to the community. |

|

Promoting the Information
Communications & Technology Sector |
|
| • |
$55 million will be allocated to promote
and develop the Information and Communications Technology
sector by: |
|
| |
| - |
Enhancing Singapore’s broadband infrastructure; |
| - |
Supporting 50 strategic IT projects to encourage
innovation and adoption, mainly in emerging technologies
such as RFID, wireless, web services and digital
media; |
| - |
Providing assistance to 300 local Infocomm
companies in bringing their products to market
under the Infocomm Local Enterprises Programme; |
| - |
Training 2,600 Infocomm professionals in critical
and emerging technologies to meet the needs of
the industry; and |
| - |
Showcasing the capability of Infocomm enterprises
and demonstrate benefits of at least 3 flagship
Infocomm adoption projects. |

 |
Nurturing the Arts |
|
| • |
$45 million will be used to groom
local artistic talents and develop Singapore into a
global arts city by: |
|
| |
| - |
Developing the Arts School to provide integrated
arts and academic secondary education for artistically
inclined students; |
| - |
Organising major arts events such as the
Singapore Arts Festival, the Singapore Writers’
Festival, the Singapore Music Festival, the Singapore
(Visual) Art Festival, the Noise Singapore Festival,
and the River Arts Mart – a weekend arts
and crafts market; |
| - |
Promoting Singapore artists and artworks
at international arts platforms, such as the inaugural
Singapore Season in London, and the Singapore
Pavilion at the Venice Biennale; |
| - |
Providing grants to over 557 local artists
and arts groups (include 19 major arts groups),
and providing subsidized arts housing to deserving
groups to develop their works under the Arts Housing
Scheme; |
| - |
Organising and supporting 135 arts outreach
programmes targeted at over 110,000 people; and |
| - |
Partnering arts groups to produce 620 Arts
Education Programmes to reach out to 351 schools
and 320,000 students, including introducing new
arts education initiatives for pre-schools. |

Strengthening Our Cultural
Heritage |
|
| • |
$50 million will be allocated to broaden
and deepen Singaporeans’ heritage through: |
|
| |
| - |
Redeveloping
the Singapore History Museum, converting the Asian
Civilisations Museum at Armenian Street into a
Peranakan Museum, and restoring the former Ford
Factory Building; and |
| - |
Organising 44 museum exhibitions and 750
heritage outreach programmes, including an exhibition
on "40 Years of Things We Love" to celebrate
our nation's 40th year of independence, the Singapore
HeritageFest, the Singapore River Heritage Trail
and an exhibition on artifacts from the Vatican
Museums. |

Advancing Learning and
Knowledge Development |
|
| • |
$208 million will be allocated to
our libraries to support life-long learning among Singaporeans
through the provision of: |
|

| - |
the new National Library Building which will have
a world-class reference and resource centre for
Asian materials and incorporate a New Drama Centre;
|
| - |
A network of 4 regional libraries, 20 community
libraries and 18 community children's libraries,
which serve 35 million library visitors and 2
million library members; and |
| - |
Rich on-line information sources and content
at NLB's elibraryHub portal which serves 13.6
million on-line users. |
