Expenditure Overview
 

Ministry of the Environment and Water Resources
 

MEWR’s mission is to deliver and sustain a clean and healthy environment and water resources for all in Singapore. A total budget of $1,363 million has been allocated to MEWR in FY2005 to achieve this mission.

To sustain a quality living environment for Singaporeans for the long term, MEWR is committed to seeking innovative and efficient use of scarce resources, promoting active participation from the people, private & public sectors, and continuing its proactive role in global environmental efforts.

In line with this, MEWR will ensure that Singapore’s air quality meets international standards, prevent and control pollution in Singapore’s water catchments and watercourses, and enhance our living environment.

MEWR will also build the Marina Barrage and continue to implement drainage improvement projects, as an investment to meet Singapore's long-term water supply and flood alleviation needs.

 

Clean Air

 

$31 million to ensure that air quality continues to meet international standards, to promote energy efficiency and the use of cleaner energy, and to mitigate greenhouse gas emissions through programmes like:

Emissions control at source;

-

Promotion of green vehicles e.g. hybrid cars under the Green Vehicle Rebate;

-

Energy efficiency and fuel economy labelling schemes;

-

Energy audit schemes; and

-

Test-bedding of environmentally friendly vehicle and energy technologies.

 

Clean Land

 

$154 million to keep public areas free of litter and waste, promote waste minimization and recycling, and to dispose 2.5 million tonnes of waste by incineration or landfill through programmes like:

 
 
-

Public cleansing of streets and pavements;

-

Litter-free movement;

-

Towards Zero Landfill and Zero Waste;

-

DBOO for a new refuse incineration plant; and

-

Public waste collection scheme.

 

Clean Water

 

$962 million to manage water resources. By 2011, two-thirds of Singapore will be used as water catchments.

 
 
-

$136 million to improve Singapore's drainage of stormwater for better flood control and water supply through projects like:

 

>

Marina Barrage Project (which acts as a tidal barrier to control flooding in low-lying areas in the city, creates a new reservoir to augment Singapore’s water supply and serves as a major lifestyle attraction in Singapore's downtown);

>

Upgrading Alexandra Canal; and

>

Improving old roadside drains under the Estate Upgrading Programme (EUP).

-

$822 million to run sewerage operations, of which $671 million to be invested in major sewerage projects to manage our used water which would help to keep these water catchments clean for our water supply and for Singaporeans to enjoy, like:

 

>

$50 million to extend and upgrade used water treatment facilities and the public sewerage reticulation system to collect all used water for treatment.

>

$621 million to construct the new Changi Water Reclamation Plant together with the sea outfall, deep tunnels and link sewers under Phase I of the Deep Tunnel Sewerage System (DTSS), which was conceived as a long term solution to meet the needs for used water collection and treatment and disposal to serve the development of Singapore through the 21st century.

-

$4 million to ensure that the quality of water in water catchments is treated to drinking water standards, and that the quality of inland and coastal water supports aquatic life and recreational activities with:

 

>

water pollution control; and

>

water quality monitoring.

 

High Standard of Public Health

 

$149 million to ensure a high standard of environmental public health with low incidence of vector and food borne diseases by promoting hygienic public facilities through programmes like:

 
 
-

Singapore’s OK;

-

Mozzie Attack;

-

Redevelopment of the CCK Cemetery;

-

Rat Attack;

-

Straight “A” food hygiene; and

-

Hawker Centre Upgrading.

 

Centres of Excellence

 

$26 million to support the work of 3 Centres of Excellence in the:

 
 

1.

Meteorological Services Division, a leading regional meteorological services provider;

2.

Environmental Health Institute, a leading research centre in dengue; and

3.

Singapore Environment Institute, a leading environmental training institute in the region.
