Ministry of Community Development, Youth and Sports
 

The mission of MCYS is to build a cohesive and resilient society. MCYS seeks to fulfill its mission by fostering socially responsible individuals, inspired and committed youth, strong and stable families, a caring and active community, and a sporting people. A total budget of $1.09 billion has been allocated to MCYS in FY2005 to achieve this mission.

MCYS aims to help Singaporeans take responsibility for looking after their own personal and family welfare, rather than depending on society. Through our programmes for the low-income, disabled and elderly, we aim to inculcate in the spirit of self-reliance.

MCYS aims to develop youth who can contribute and have a sense of belonging to the nation. We want our youth to initiate and pursue community projects, and be involved in national and community issues. Our youth should have the ability and opportunities to realise their potential and become leaders.

MCYS aims to make Singapore the best home where we can raise our children and enjoy the warmth of family life. We will continue to promote strong and stable families. To help families cope with multiple roles and demands on their time, MCYS will encourage work-life balance.

MCYS hopes to bond the different segments of society closer together. We encourage citizens to be actively involved in helping others, through volunteerism and philanthropy.

MCYS seeks to inculcate resilience, the will to succeed and a sense of national pride through sports. We transcend boundaries to celebrate the sporting achievements of our sportsmen, and bond as a community.

 

Socially Responsible Individuals

 

For the Elderly

 

$93 million over 5 years (FY2001 to FY2005) to develop community-based and residential care programmes, services and infrastructure for the elderly.

 

For the Low-income and Unemployed

 

$55 million for social assistance and institutional care for low-income Singaporeans, as well as intervention programmes for children from families at risk.

 

For Juvenile Delinquents and Vulnerable Children

 

$43 million for intervention and remedial programmes for children and families who are victims of family violence and abuse, counselling services for perpetrators, and programmes for juvenile offenders.

 

For the Disabled

 

$26 million for services to assist persons with disabilities, including:

 
 
Services for Children
-

14 childcare centres offering integrated childcare programmes for children with special needs aged 2-6 years;

-

6 early intervention centres for young children with disabilities aged 0-6 years; and

-

Community Integration Support Programmes for school-going children with physical disabilities or hearing impairment in mainstream schools

Services for Adults
-

12 Day Activity Centres;

-

8 Sheltered Workshops;

-

Job placement and vocational assessment services;

-

8 residential homes and 2 hostels where persons with disabilities can learn to live independently.

 

Inspired & Committed Youth

 

$20 million over 5 years (FY2003 to FY2007) for the following youth development initiatives:

 
 
For Encouraging Youth Initiatives

-

Enhanced support for youth groups to initiate and pursue community projects, through initiatives like a first stop advisory service to initiate community activities, and empowering youth to be grant makers.

-

The ‘CIP (Community Involvement Projects) Central’ Web Portal, which provides supplemental resources and guidelines to teachers and students to help them plan, source and execute meaningful community involvement projects.

-

A community space for youth activities, showcasing diverse youth talents.

  For Developing Youth Leadership
-

The Youth Leaders and Mentors Programme, which aims to nurture youth leaders, mentors and service-learning facilitators through in-classroom leadership training coupled with placement in community service.

For Providing Youth Support

-

The ‘School Social Work to Empower Pupils to Utilise Potential’ (STEP-UP) programme, an education and training programme that aims to strengthen students’ social and emotional resilience, as well as help parents and teachers better manage and support the students.

-

The Youth Inc unit, which aims to improve programmes targeted at out-of-school youth (OSY).

 

Strong & Stable Families

$340 million to support and encourage married couples to have more children.

 

$89 million for childcare subsidies, including the new infant care programme, to help parents access quality childcare and infant care in a centre-based environment.

 

A Caring and Active Community

 

For Reinforcing Communal Harmony

 

$285.1 million to the People's Association (PA) to promote racial harmony and social cohesion.

 

$3.5 million to the Majlis Ugama Islam Singapura (MUIS) to enhance racial and religious harmony through partnership with other ethnic and religious organizations.

 

For Nurturing Active Citizens

 

$20.5 million to promoting volunteerism, support philanthropy and build a strong network of community and social services. This amount includes $7.9 million to the community self-help groups and $8.7 million to the National Council of Social Service (NCSS) and the National Volunteer and Philanthropy Centre (NVPC).

 

A Sporting People

 

$500 million over 5 years (FY2001 to FY2005), including $375 million contributed by Singapore Pools, to implement recommendations from the Committee on Sporting Singapore (CoSS) for sports development.

 

$132.4 million to be spent in FY2005:

$61 million to the National Sports Associations (NSAs) to promote sports excellence, sports for all and sports management, as well as the support schemes to raise the standards of our national athletes and coaches.

-

$14.6 million on the Sports School which started operations on 5 January 2004, with an initial intake of 140 students and a pool of 600 students in steady state.

-

$38 million to encourage Singaporeans to engage in sports regularly through partnership promotion, raising awareness and public education, as well as to promote the values of fighting spirit, teamwork and national pride through Team Singapore.

-

$18.8 million to develop the sports industry by strengthening sports-related businesses in Singapore, staging international sports events and preparing for the development of the Sports Hub.
