| 2.39 The third pillar of a dynamic
and entrepreneurial economy is a skilled workforce.
As our economy restructures, we must make sure that
our workers are able to do the jobs which will become
available. We have brought the unemployment rate back
down below 4%, and will strive to reduce it further.
This will not be easy, as unemployment in developed
countries is typically 5% or higher. We must therefore
make an extra effort to help Singaporeans get jobs and
stay employed.
