Our public commitment is to serve citizens the best way possible. A total budget of $701 million has been allocated to MOF in FY2004 to achieve this mission. The vision of integrated service delivery in an e-based society requires the Public Service to move beyond operating as separate entities, and towards serving the public as "Many Agencies, One Government".

"Many Agencies, One Government" has our agencies collaborating, sharing information and leveraging on its collective knowledge. Since the launch of our e-Government initiative, almost all feasible e-services have been made available on-line. Going forward, the Government will continually improve the integrated e-services to make them more customer-centric, so that citizens will be able to access more public services, anytime, anywhere. In this way, citizens will find transacting with the government a more enjoyable experience.

As Singapore moves into the 21st Century, the Public Service faces an affluent population that demands more and better services. At the same time, growth is expected to moderate as the economy matures. This will constrain the resources available to the Public Service. Ministries must seek to deliver the maximum that they can out of limited resources. Ministries will need to develop greater awareness of the real value that the public places on their services as well as the true cost of delivering them. They must be aware not only of cash costs, but of non-cash items such as depreciation and the opportunity cost of capital.

The second e-Government Action Plan (FY03-FY05) will improve public e-services by integrating them and making them easier to use, as well as allowing personalisation. A budget of $382 million has been allocated for this purpose. More integration will mean greater convenience for the public when transacting with different agencies on related activities. An enhanced "My.eCitizen" will enable the public to customise suites of services that best meet their needs.

Less IT-savvy Singaporeans who have no access to a computer will benefit from more public access points and receive help to use public e-services at high traffic locations.
