ECONOMIC DEVELOPMENT

Ministry of Transport

The mission of MOT is to develop Singapore’s land, sea and air transport sectors so as to enhance our economic competitiveness and quality of life in a knowledge-based economy. A total budget of $2,207 million has been allocated to MOT in FY2004 to achieve this mission.

MOT aims to provide Singaporeans with a quality and efficient land transport system. To this end, MOT will continue in its efforts to develop an affordable, efficient and effective public transport system with rail transport as its backbone, as well as ensure that our roads are kept free flowing.

In line with these objectives, MOT is spending $1,191 million to expand our rail network, $629 million on roads and another $93 million to improve public transport facilities.

Expanding Our Rail Network

$1,191 million to expand our rail network:

The Punggol LRT system, which is half completed, is scheduled to be ready in 2005. The 10.3 km network will be integrated with the North East Line at the Punggol MRT station to serve the residents in Punggol 21 New Town.

The Circle Line (CCL) is scheduled to be completed in 2010. This 34 km line will run from Dhoby Ghaut to Paya Lebar, Serangoon, Bishan, Buona Vista and HarbourFront. The CCL will have interchange stations with the North-South, East-West lines, as well as the North-East Line (NEL) to provide better connectivity and convenience to commuters. It will provide inter sub-urban linkages, allowing MRT passengers going to other parts of Singapore to bypass the city centre, thus cutting down on travel time. The CCL will be implemented in 5 stages, with Stage 1 scheduled for completion in 2007 and the last stage in 2010.

Road Projects

$629 million to construct, improve and upgrade the road network system in Singapore:

Singapore’s largest road project to date, the 12-km Kallang/Paya Lebar Expressway, which connects the East Coast Parkway (ECP) in the south to the Tampines Expressway (TPE) in the north-east, will provide an efficient and high speed link between the North-East sector and the city when completed in 2007.

The West Coast Highway/Jalan Buroh Semi-Expressway, when completed in 2005, will provide motorists with an alternative route to the Ayer Rajah Expressway.

The following roads will be extended/widened to ease traffic congestion:

Extension of Bartley Road to Tampines Avenue 10 – to be completed in 2006

Widening of Pan-Island Expressway (PIE) from Kranji Expressway (KJE) to Jalan Ahmad Ibrahim - to be completed in 2006

Pan-Island Expressway (PIE) / Toh Guan Road Interchange and Toh Guan Road Extension to PIE – to be completed in 2005

Traffic Management, Commuter Facilities and Road-Related Projects

$93 million to improve commuter facilities, road related projects, implement traffic/transport schemes and systems as well as construct and upgrade bus interchanges.
