The mission of MITA is to develop Singapore as a global city
for information, communications and the arts, so as to build
a creative economy and a connected society with a Singaporean
identity rooted in our multi-cultural heritage. A total budget
of $553 million has been allocated to MITA in FY2004 to achieve
this mission.
MITA aims to contribute significantly to Singapore’s
development under the vision of a Creative and Connected Singapore.
Our two key thrusts are to:

Propel the Creative Economy by:

Developing and promoting our creative industries
(arts and culture, design, media) and information
communications (infocomm) technology sector to
create new economic value and jobs.

Foster a Connected Society by:
|
| |
|
Forging a strong sense of community, national
identity, rootedness and inclusion among Singaporeans
by enriching our arts and cultural resources,
ensuring quality media content, and empowering
individuals through infocomm literacy and access
for all; and
|
|
Fostering better understanding between the Government,
Singaporeans, and international stakeholders through
effective public communications.
|
|
|
Up to $22.6 million will be set aside for 2 key initiatives,
"Media 21" and "DesignSingapore"
to grow the creative industries.
|
|
"Media 21" will nurture local media enterprises,
and attract overseas investments in media projects through:
|
| |
|
Enhancing skill sets and competencies of 1,000
local media professionals in key areas such as
scriptwriting, directing, producing, digital media
design, digital broadcast technology, publishing,
media financing and intellectual property management;
|
|
Supporting 20 Made-by-Singapore media productions
that are of high quality and exportable to the
international market;
|
|
Supporting 20 digital media projects for digital
TV, digital audio, interactive TV and digital
cinema; and
|
|
Providing assistance to 50 local media enterprises
for developing new overseas markets for their
content & services, participation in international
media tradeshows/markets, and co-production with
overseas partners.

"DesignSingapore" will promote design excellence
as a new key driver of national competitiveness through:
|
| |
|
Industry development programmes to raise the
design capabilities/standards;
|
|
Creating and promoting more distinctive "Designed
in Singapore" products/services for the global
market; and
|
|
Attracting international design activities to
Singapore.
|
|
|
$63 million to promote and develop the Information
and Communications Technology sector by:
|
| |
|
Providing assistance to 300 local Infocomm companies
in bringing their products to market under the
Infocomm Local Enterprises Programme;
|
|
Supporting 30 strategic projects to encourage
innovation, mainly in emerging technologies such
as wireless, web services, and digital media;
|
|
Training 2,600 Infocomm professionals in critical
and emerging technologies to meet the needs of
the industry; and
|
|
Showcasing abilities of Infocomm enterprises
and demonstrate benefits in at least 3 flagship
Infocomm adoption projects.

|
$112 million to generate a thriving cultural scene
by:
|
| |
|
Organising major arts events such as the Singapore
Arts Festival, a new international visual arts
festival with an Asian focus and a Noise Festival
which will exhibit creative works on the Internet,
television, radio and print;
|
|
Grooming artistic talents by providing grants
to 430 local artists and arts groups (include
19 major arts groups), showcasing Singapore artists
at international arts events/venues and providing
subsidised arts housing for deserving groups to
develop their works under the Arts Housing Scheme;
|
|
Partnering arts groups to produce 740 Arts Education
Programmes to reach out to 370 schools and 300,000
students;
|
|
Organising 35 museum exhibitions, 650 outreach/public
programmes, as well as providing innovative content
and services on our cultural and heritage resources
on the Internet; and
|
|
Redeveloping the Singapore History Museum and
Ford Factory Building, and extension of the Asian
Civilizations Museum at Armenian Street, to present
high quality and more enriching heritage exhibitions
to the public.

|
$227 million to support 37 million library visitors,
2.5 million library members and 16 million on-line users
through the provision of:
|

|
A network of 3 regional libraries, 20 community
libraries and 20 community children's libraries
located in shopping malls and housing estates;
|
|
Rich on-line information sources and content
at NLB's elibrary_hub portal; and
|
|
New and upgraded libraries such as the National
Library @ SINGAPORE and the Jurong Regional Library.
