The mission of MCDS is to build a cohesive and resilient
society. MCDS seeks to fulfill its mission by fostering socially
responsible individuals, strong and stable families, a caring
and active community, and a sporting people. A total budget
of $827 million has been allocated to MCDS in FY2004 to achieve
this mission.
In MCDS' programmes for the lower-income, disabled and the
elderly, we aim to inculcate in them the spirit of self-reliance.
Our aim is to help Singaporeans take responsibility for looking
after their own personal and family welfare, rather than depending
on society.
MCDS will continue to promote strong and stable families.
We aim to make Singapore the best home where we can raise
our children and enjoy the warmth of family life. To help
families cope with multiple roles and demands on their time,
MCDS will encourage work-life balance.
MCDS also encourages citizens to be actively involved in
helping others, such as in the role of volunteers or philanthropists.
In this way, we hope to bond the different segments of society
closer together.
Through sports, we inculcate resilience, the will to succeed
and a sense of national pride; we bond as a community through
sports, transcending boundaries, to celebrate the sporting
achievements of our nation.

$93 million over 5 years (FY2001 to FY2005) to develop
community-based and residential care programmes, services
and infrastructure for the elderly.

$40 million for intervention and remedial programmes
for children and families who are victims of family
violence and abuse, counselling services for perpetrators,
and programmes for juvenile offenders.

$52 million for social assistance and institutional
care for needy Singaporeans, as well as intervention
programmes for children from families at risk. The Community
Development Councils (CDCs), through the Grassroots
Organisations (GROs), will continue to render financial
and other social assistance to needy Singaporeans.

$22 million to cater to the needs of persons with disabilities
through the provision of:

12 childcare centres offering integrated childcare
programme for children with special needs aged
2-6 years;
|
|
5 EIPIC (Early Intervention Programme for Infants
and Children) centres for young children with
disabilities aged 0-6 years old; and
|
|
23 voluntary welfare organisations to provide
services for people with disabilities.

|
|
$307 million to promote racial harmony and social
cohesion. The People's Association's network of GROs
will continue to organise community events and activities
to develop and cement bonds amongst Singaporeans of
all races and all walks of life, and between the Government
and the people. The CDCs will continue to support the
GROs in these efforts.

$32 million to build a caring and active community
through promoting volunteerism, supporting philanthropy,
promoting community relations, and building a strong
network of community and social services. Of the $32
million, $17.3 million will be given as grants to the
community self-help groups, $7.2 million to the National
Council of Social Service (NCSS) and the National Volunteer
and Philanthropy Centre (NVPC), and $3.4 million to
the Majlis Ugama Islam Singapore (MUIS).

$500 million over 5 years (FY2001 to FY2005), including
$375 million contributed by Singapore Pools, to implement
recommendations from the Committee on Sporting Singapore
(CoSS) for sports development.

In FY2004, the funding allocation (from both Government
and Singapore Pools) will be as follows:

$49 million on Sports Excellence programmes
to raise the standards of our athletes through
support schemes for them, their coaches and the
National Sports Associations, as well as to develop
sports medicine and sports science services.

$25 million on the Sports School programme.
The Sports School started operations on 5 January
2004, with an initial intake of 140 students.
It will accommodate a pool of 600 students in
total at steady state.

$14 million on Sports for all programmes to
increase the number of Singaporeans who engage
in sports regularly.
|
|
$12 million to develop the sports industry by
strengthening sports-related businesses in Singapore
and staging international sports events.
