The mission of ENV is for Singaporeans to enjoy a clean living
environment and a high standard of environmental public health
protected against the spread of communicable diseases; and
to do our part to protect the global environment. A total
budget of $1,723 million has been allocated to ENV in FY2004
to achieve this mission.
To sustain a quality living environment for Singaporeans
for the long-term, ENV is committed to seeking innovative
and efficient use of scarce resources, promoting active participation
by all from the people, private & public sectors, and
continuing our proactive role in global environmental efforts.
In line with this, ENV will ensure that our air quality meets
international standards, prevent and control pollution in
our water catchments and watercourses, and enhance the living
environment.
Furthermore, ENV will build the Deep Tunnel Sewerage System
(Phase I) and continue to implement drainage improvement projects,
as an investment to meet Singapore's long-term sewerage and
flood alleviation needs.

our air quality continues to meet international standards,
and to promote energy efficiency and the use of cleaner
energy through programmes like: |

| Emissions control at sources; |
| Energy labelling and audit schemes;
and |
| Test-bedding of environmentally
friendly energy technologies. |

| $161 million to maintain
public areas free of litter and waste, promote waste minimization
and recycling, and to dispose 2.4 million tonnes of waste
by incineration or landfill through programmes like: |

Public cleansing of streets and
pavements; |

Litter-Free Movement; and |

Towards Zero Landfill. |

| $6 million to ensure that
the quality of water in water catchments is treatable
to drinking water standards, and that the quality of inland
and coastal water supports aquatic life and recreational
activities with: |

| Water pollution control; and |
| Water quality monitoring. |

$150 million to ensure a high standard of environmental
public health with low incidence of vector and food
borne diseases by promoting hygienic public facilities
through programmes like:

Singapore’s OK;

Dengue control and prevention;
|
|
Food hygiene;
|
|
Toilet Upgrading; and
|
|
Hawker Centre Upgrading.

| $35 million to support the
work of 3 Centres of Excellence in the: |

1.

Meteorological Services Division,
a leading regional meteorological services provider; |
|
2.
|
Environmental Health Institute,
a leading research centre in dengue; and |
|
3.
|
Singapore Environment Institute,
a leading environmental training institute in the
region. |
|
| $695 million to construct
the new Changi Water Reclamation Plant together with the
sea outfalls, deep tunnels and link sewers under Phase
I of the Deep Tunnel Sewerage System. |

$63 million to extend and
upgrade the public sewerage reticulation system to collect
all used water for treatment. |
| |
|
| $78 million for drainage
improvement projects to alleviate and prevent flooding
under various drainage programmes: |

|
Reduce 52 ha of flood prone area through continuous
upgrading of Alexandra Canal; and
|
|
Rehabilitate 65 km and upgrade 95 km of old
roadside drains under the Estate Upgrading Programme
(EUP).
