The mission of MND is to create the best physical and living
environment for building a robust economy, a vibrant city,
and cohesive communities. A total budget of $1,760 million
has been allocated to MND in FY2004 to achieve this mission.
MND will provide quality and affordable public housing as
well as rejuvenate older HDB estates so that residents can
enjoy improved living conditions. To provide optimal greenery,
parks and recreational space for the public, MND will maintain
the Garden City environment, develop new parks and park connectors,
and redevelop existing parks.
The capabilities of the Agri-Food and Veterinary Authority
will be strengthened to ensure the safety of Singapore's food
supply. The Building and Construction Authority will ensure
that Singapore's buildings are designed, constructed and maintained
to a high standard of safety and also promote the development
of the construction industry.

$666 million to rejuvenate older housing estates through
various estate renewal programmes.

26,605 units to be upgraded under the Main Upgrading
Programme (MUP) and Interim Upgrading Programme
(IUP)/IUP Plus.

The MUP will offer improvement items in
the flats, blocks and precincts which HDB
residents value e.g. lifts that stop at
every floor where technically feasible,
covered linkways and children's playgrounds.
|
|
|
The IUP will offer improvements such as
covered linkways, repainting and new letter
boxes. Under IUP Plus, more flat owners
can benefit from earlier lift upgrading
and enjoy the benefits of interim upgrading
as well.

|
18,880 flats will enjoy improved lift access
under the Lift Upgrading Programme. In addition
to having direct access to a lift, residents will
also benefit from newer and faster lifts.

Residents of about 3,100 units will receive compensation
for their properties acquired under the Selective
En-bloc Redevelopment Scheme (SERS). SERS enables
greater intensification of land-use. The attractive
re-housing package offered under SERS also presents
a unique opportunity for residents living in the
old estates to upgrade to new and better flats
nearby on fresh 99-year leases while preserving
the family and community ties built over the years.

public and private housing estates. The improvement
to public housing estates will allow residents in HDB
precincts that have yet to be selected for the upgrading
programmes to enjoy the conveniences of facilities like
walkways and children’s playgrounds in the interim.
The improvements to private housing estates include
provision of new estate signage, improved street lightings
and footpaths.
