Expenditure Overview

Ministry of Transport

The mission of MOT is to develop Singapore's land, sea and air transport sectors so as to enhance our economic competitiveness and quality of life in a knowledge-based economy. A total budget of $1,449m has been allocated to MOT in FY2003 to achieve this mission.

MOT is committed to developing an efficient and integrated public transport system, with rail transport as its backbone. In line with this objective, MOT will expand our rail network. MOT will also improve public transport facilities and enhance their accessibility to commuters. In addition, MOT will strive to provide a comprehensive road network for better connectivity, through the expansion of our road network.

Improvements to Rail Network
$617m to expand the rail network. Key projects include:
- Punggol LRT - 10.2 km, to be completed in 2004. The Punggol LRT system will serve the residents in Punggol 21 New Town. The system will also be integrated with the North East Line at the Punggol MRT station.
- Circle Line - 34 km, likely to be completed in 2010. The Circle Line (CCL) is an orbital line linking all radial Rapid Transit System (RTS) lines running into the city. It will run from Dhoby Ghaut to Paya Lebar, Serangoon, Bishan, Buona Vista and HarbourFront. The CCL will have interchange stations with the existing North-South and East-West lines, as well as the North East Line (NEL) to provide better connectivity and convenience to commuters. It will provide inter sub-urban linkages, allowing MRT passengers going to other parts of Singapore to bypass the city centre, thus cutting down on travel time.

Improvements to Road Network

$425m to expand and improve road network:

- Telok Blangah / Pasir Panjang Semi-Expressway - 2.6 km, to be completed in 2003. This will serve the anticipated increase in traffic due to the industrial developments in Tuas and Jurong, as well as the Pasir Panjang Container Port.

- West Coast Highway / Jalan Buroh Semi-Expressway - 12 km, to be completed in 2005. When completed, this semi-expressway will provide motorists with an alternative route to the Ayer Rajah Expressway (AYE).
- Extension of Bartley Road to Tampines Avenue 10 - 5.3 km, to be completed in 2006. The extension will relieve the present traffic congestion along the Pan Island Expressway (PIE) and Bedok Reservoir Road and also provide an alternative access from Paya Lebar to Tampines.
- Kallang / Paya Lebar Expressway - 12 km, to be completed in 2007. Singapore's largest road project to date, the 12-km KPE, which connects the East Coast Parkway (ECP) in the south to the Tampines Expressway (TPE) in the north-east, will provide a high speed link between the North-East sector and the city when completed in 2007.

Improvements to Transport Infrastructure
$109m to improve MRT stations, commuter facilities, traffic management systems and bus interchanges. Key projects include:
- Retrofitting 45 of the 48 existing MRT stations along North-South and East-West lines with facilities to enhance accessibility to the physically disabled, the elderly and passengers with trolleys/luggage/prams by 2005.
- Retrofitting works at the remaining 3 MRT stations (Paya Lebar, Bishan and Buona Vista) will tie in with the completion of the various stages of Circle Line.
