The mission of MOM is to develop a globally competitive
workforce and foster a highly favourable workplace
environment, in partnership with workers and employers,
to achieve sustainable economic growth for the
well-being of Singaporeans. A total budget of
$199m has been allocated to MOM in FY2003 to achieve
this mission.
Against the backdrop of a slackened labour market,
MOM will continually put in place effective measures
to assist the local unemployed in their job search,
and provide convenient access points to employment
assistance.

$28m for the MDAS,
which targets, among others to provide:

An
additional 20,000 training places under
the Skills Redevelopment Programme (SRP).
The SRP is a programme that provides
incentives, including course fees support
and absentee payroll, to encourage employers
to send their workers for skills training. |

300,000 assessments
under the National Skills Recognition
System (NSRS) over a period of 5 years
from FY2000 to FY2004. The NSRS is a
national framework for establishing
work performance standards, identifying
job competencies and certifying skills
acquisition. |

1,000 placements
targeted under the Strategic Manpower
Conversion Programme to encourage professionals
and executives to convert to industries
with job opportunities. |

Funds for the
development of industry related training
facilities to meet the need for worker
training in growth sectors and new skill
areas, which will enhance worker and
enterprise competitiveness in Singapore. |

$9m to continue the
People for Jobs Traineeship Programme which
provides incentives to employers to hire local
unemployed aged 40 years and above who are
prepared to make a career switch across sectors.
The Programme targets to benefit a further
7,500 job seekers for the period November
2002 to October 2003. |

$2m from
the Lifelong Learning Endowment Fund to extend
for 6 months (from December 2002 to May 2003)
the operations of a network of 22 CareerLink
centres which offers employment, career-counselling
and training-related services to Singaporeans. |

Beyond May 2003, MOM
would introduce a new Distributed CareerLink
model that integrates job placement service
with the Surrogate Employer Scheme (which
currently funds and supports training services).

$0.8m
to develop a national job bank to benefit
job seekers and facilitate employment service
in line with the recommendation of the Economic
Review Committee for a quality central job
bank.

Job seekers of
all levels would have any-time any-where
access to job information and employment
assistance on-line, including job alerts
via email and Short Messaging Service
(SMS). |

The new job bank
would enable profiling of individuals,
thereby providing more customised benefits
such as training needs analysis. |
