MOH's mission is to promote good health and reduce
illness, ensure that Singaporeans have access
to good and affordable healthcare that is appropriate
to needs and to pursue medical excellence. A total
budget of $2,144m has been allocated to MOH in
FY2003 to achieve this mission.
MOH will help fund the subsidised services provided
by restructured hospitals and polyclinics so that
Singaporeans can continue to enjoy good and affordable
healthcare. MOH will also fund the development
of new services and medical capabilities, training
(at both undergraduate and postgraduate levels
for doctors, nurses and paramedicals) and research.
The Ministry will play a major role in educating
and providing information to the public on how
they can maintain good healthy lifestyles, including
disease prevention and control programmes.

be set aside as subsidies for Singaporeans
requiring healthcare services provided at:

17 polyclinics
under Singapore Health Services and
National Healthcare Group clusters for
primary care services. |

64 voluntary welfare
organisations, which includes nursing
homes, community hospitals, day care
for the elderly,
hospices, etc. |

13 public hospitals
and healthcare institutions under Singapore
Health Services and National Healthcare
Group clusters for secondary and tertiary
care (e.g. Specialist Outpatient Clinics
and inpatient care). |

$138m
for clinical research, training and specific
national programmes such as the Health Services
Development Programme (HSDP). Under HSDP,
new medical capabilities are run on a pilot
programme basis. It provides controlled access
to expensive treatment outside basic package
and can be used to fund:

Advanced or experimental
treatments which require a period of
evaluation. |

Major augmentations
of existing management capability for
key diseases. |

Provisions have also
been made to promote continual training of
our medical undergraduates and specialists,
paramedical and allied health professionals.

$81m for health promotion
programmes under Health Promotion Board to
strengthen preventive healthcare, health promotion
and public education to prevent the onset
of chronic diseases. |

MOH has allocated
an additional $20m for disease control programmes
such as the Singapore Tuberculosis Elimination
Programme and Disease Registries.

ElderShield
| - |
ElderShield is
an affordable severe disability insurance
scheme to provide insurance coverage
to elderly Singaporeans who require
long-term care. ElderShield will provide
them with basic financial protection
and help them defray out-of-pocket expenses
in the event of severe disabilities. |

$33m would be
set aside to help the elderly pay for
the premium of the ElderShield scheme
for the second year of ElderShield implementation. |

Interim Disability
Assistance Programme (IDAPE)

For those Singaporeans
who are not eligible to join ElderShield
due to age limit or pre-existing disabilities,
IDAPE will provide the desired medical
coverage for the long-term care required. |

set aside as subsidy payout for Singaporeans
under IDAPE in the second year of implementation. |
