Ministry of Finance

The mission of MOF is to advance the well-being and development of Singapore through finance. A total budget of $607m has been allocated to MOF in FY2003 to achieve this mission.

In line with its commitment to serve citizens in the best way possible, MOF will develop new e-services so that the public can conveniently access a larger number of public services. MOF will also set up a network of assisted access points for use by Singaporeans who would otherwise be unable to use e-services, and set up Gebiz, an integrated one-stop centre for suppliers to trade with the entire government.

Ministries must seek to deliver the maximum that they can out of limited resources. MOF will continue to implement the Resource Management initiative to provide the Public Service with tools to make the best use of their resources.


Delivery of Electronic Services (PS Online 2)
$16m to develop new e-services and deploy them on the Internet. Some of the e-services under development include:
- OASIS (the project to provide citizens with a one-stop service for registering a new business and obtaining all requisite licenses).
- PayPoint (a one-stop portal for payment of all Government bills and fines).
- One-Stop Government Job Application Portal that enables applications for any appointments available in the public sector, and so on.

Government Electronic Business (GeBiz)
$8m to provide an integrated one-stop centre for suppliers to trade with entire government.

eCitizen Help Centres
$1.5m to help citizens access government websites and online services. Some Singaporeans may still be unable to access e-services, because they do not have a PC or do not know how to. MOF has set up a network of 24 eCitizen Help Centres at Community Development Councils (CDCs) and Community Centres (CCs) to help citizens transact online with the government. Going forward, MOF intends to expand this network of assisted access points, to include possibly even neighbourhood shops. The aim is to build a comprehensive network that would provide convenient access.

Audit of Resource Accounts
$0.8m to execute the financial audit of Ministries' fixed assets under Resource Accounting - a cornerstone of Resource Management framework, which facilitates better utilisation of resources.

New Financial System (NFS@Gov)
$0.8m to complete the upgrade of NFS@Gov, a central financial system for the Civil Service.

CPIS Pay 2 (PaC@Gov)
$0.5m to complete the upgrade of PaC@Gov, a central payroll system for the Civil Service.
