Ministry of National Development

The mission of MND is to create the best physical and living environment for building a robust economy, a vibrant city, and cohesive communities. A total budget of $2,535m has been allocated to MND in FY2003 to achieve this mission.

MND will provide quality and affordable public housing as well as rejuvenate older HDB estates so that residents can enjoy improved living conditions. To provide optimal greenery, parks and recreational space for the public, MND will maintain the Garden City environment, develop new parks and park connectors, and redevelop existing parks.

The capabilities of the Agri-Food and Veterinary Authority will be strengthened to ensure the safety of Singapore's food supply. The Building and Construction Authority will ensure that Singapore's buildings are designed, constructed and maintained to a high standard of safety and will promote the development of the construction industry.


Public Housing Development Programme
$1,075m to rejuvenate older housing estates through various estate renewal programmes.
- 17,172 units to be upgraded under the Main Upgrading Programme (MUP) and Interim Upgrading Programme (IUP).
The MUP will offer improvement items in the flats, blocks and precincts which HDB residents value, e.g. new bathroom finishes, lifts that stop at every floor where technically feasible, covered linkways and children's playgrounds.
The IUP will offer precinct facilities such as covered linkways.
- 39,155 flats will enjoy improved lift access under the Lift Upgrading Programme. In addition to having direct access to a lift, residents will also benefit from newer and faster lifts.
$673m to subsidise public housing.

Housing Estates Management Programme
$97m of operating grants to Town Councils to help cover service and conservancy costs.
$65m to improve the public facilities in the private and public housing estates. Examples of improvement to private housing estates include improved street lighting and new estate signage. The improvement to the public housing estates will allow residents in HDB precincts that have yet to be selected for the upgrading programmes to enjoy the conveniences of facilities like walkways and children’s playgrounds in the interim.

National Parks Board Programme
$80m to maintain Garden City environment and promote parks and nature reserves for recreation, conservation, research and education.
   
$38m to develop new parks and park connectors, and redevelop existing parks including the Tanglin Core in the Singapore Botanic Gardens.

Agri-Food and Veterinary Authority Programme

$48m on the operations of Agri-Food and Veterinary Authority to ensure safety of our food supply.

 

 

$24m to meet the progress payment for the construction of the Animal and Plant Health Centre and the Veterinary Public Health Centre at Lim Chu Kang Agri-Bio Park to strengthen AVA's capabilities to perform its role.

Building and Construction Authority Programme
$15m for the operations of Building and Construction Authority to ensure that our buildings are designed, constructed and maintained to a high standard of safety and to promote the development of our construction industry.
