Ministry of Information, Communications and the Arts

The mission of MITA is to develop Singapore as a global city for information, communications and the arts, so as to build a creative economy and a connected society with a Singaporean identity rooted in our multi-cultural heritage. A total budget of $529m has been allocated to MITA in FY2003 to achieve this mission.

MITA aims to contribute significantly to a new economic future for Singapore under the vision of a Creative and Connected Singapore. Blueprints are being translated into action to create new competitiveness through a fresh paradigm of fusing arts, business and technology. Continuing efforts are made to spur the growth as well as develop a strong foundation for more significant economic contribution by our info-communications and creative industries.

MITA will continue to invest in our cultural capital through various means to encourage Singaporeans to appreciate and leverage on info-communications technology, knowledge, the arts and creativity to enhance our competitiveness and quality of life. MITA will continue to uphold our national history and multi-cultural heritage as a pillar of our identity.


Info-Communications & Media Development
$60m to promote and develop the Information and Communications Technology sector:
- Facilitate 28 MNC-local partnerships in bringing products to market under the Infocomm Local Industry Upgrading Programme.
- Support 60 strategic projects to encourage innovation mainly in emerging technologies such as wireless, web services and digital media.
- Train 2,590 infocomm professionals to meet the needs of the industry, in areas such as project management, e-commerce, networking, web services, security and wireless.
- Showcase abilities of infocomm enterprises and demonstrate benefits in at least 3 flagship infocomm adoption projects.
$17m to supplement the Public Service Broadcast fund to produce info-educational, arts, cultural, children's and minority programmes for TV and radio.

Arts & Heritage Development
$283m to provide capacity to support 34m library visitors, 34m loans and 15m on-line users:
- Operate 3 regional libraries, 20 community libraries and 42 community children’s libraries in shopping malls and housing estates.
- Make available 1 million new books and Audio-Video items.
- Operate eLibrary Hub to provide online content.
- Develop the new National Library@Singapore, upgrade Jurong Community Library and refurbish Queenstown Community Library.
$114m to generate and develop a thriving arts and cultural scene:
- Organise 35 exhibitions and support over 1,300 public programmes including key events such as Singapore Arts Festival, Heritage Festival and Museum Festival.
- Reach out to 300,000 students under the Arts Education Programme, which includes attending performances, educational workshops and visits.
- Provide scholarships and grants to support 350 promising local artists and 19 prominent arts groups.
- Support 3 museums, 2 heritage centres and 46 art venues.
- Commence extension of Singapore History Museum.
- Set up the Asian Civilisations Museum at Empress Place and the Arts & Cultural Centre at Old Parliament House.
