Expenditure Overview

Ministry of Community Development and Sports

The mission of MCDS is to build a cohesive and resilient society by fostering: socially responsible individuals, strong and stable families, a caring and active community and a sporting people. A total budget of $763m has been allocated to MCDS in FY2003 to achieve this mission.

MCDS aims to build on the social capital we have accumulated over the years: social capital in the form of trust, shared norms, shared values and networks that people can draw on to solve common problems.

Through sports, we inculcate resilience, determination, perseverance and the will to succeed; we bond as a community through sports, transcending boundaries, to celebrate the sporting achievements of our nation.

MCDS will continue to promote strong and stable families, to make Singapore the best home where we can enjoy the warmth of family life and bring up our children. To help families cope with multiple roles and demands on their time, MCDS will encourage work-life balance.

Socially Responsible Individuals
$78m over 5 years (FY2001 to FY2005) to develop community-based and residential care programmes and services for the elderly.
$40m for intervention and remedial programmes for children and families, who are victims of family violence and abuse, counselling services for perpetrators, and programmes for juvenile offenders.
$25m on social assistance and institutional care for needy Singaporeans as well as on intervention programmes for children from at risk families.
$22m to help people with disabilities through the provision of:
- 6 childcare centres to pioneer a childcare programme for children aged 2-6 years, with special needs.
- 300 places in Early Intervention Centres for infants and children with disabilities from infancy through the pre-school years.
- Financial grants to 19 voluntary welfare organisations to provide services for people with disabilities.

Strong & Stable Families

Caring and Active Community
$28m to build a caring and active community through promoting volunteerism, supporting philanthropy and promoting community relations, and to build a strong network of community and social services.
