The mission of the Judicature is to administer
justice. A total budget of $210m has been allocated
to Judicature in FY2003 to achieve this mission.
The Supreme Court's vision is to establish and
maintain a world-class judiciary. It will do this
by putting in place efficient and effective court
processes to enhance access to justice and instil
public trust and confidence in the court system.
As a superior court of record, the High Court
also supervises the subordinate courts and administrative
tribunals through the process of judicial review.
The Supreme Court also comprises the Court of
Appeal, the highest court of the land. The decisions
of the Court of Appeal will clarify and confirm
the law, and establish precedents for the guidance
of all courts.
The Subordinate Courts manages more than 95%
of all judicial matters in Singapore. Specifically,
the Criminal Justice Division protects the public
by deterring crime while the Civil Justice Division
ensures effective and fair dispute resolution
of civil disputes. The Juvenile Justice and Family
Justice Divisions aim to reintegrate juvenile
delinquents into society and protect family obligations.
The Courts' daily business of upholding the rule
of law and administering justice sustains investors'
confidence and contributes to social stability
and economic progress.

A budget of $46m
will be prudently utilised for all the operations
of the Supreme Court, including:

To process, manage
and dispose of about 22,000 civil and
criminal cases and applications based
on the prescribed timelines and allocated
resources. |

To provide enforcement
services through court bailiffs in co-ordinating
the recovery and sale of property belonging
to judgement creditors, and facilitating
the arrest of ships in admiralty proceedings. |

To provide information
services to allow members of the public
to have access to court records. |

To conduct public
education programmes aimed at demystifying
the Singapore court system, correcting
misconceptions and keeping the community
informed of developments in the courts. |

To enhance the infrastructure
for expeditious and effective case management,
a sum of $94m will be spent to construct the
superstructure of the New Supreme Court. |

administer justice, uphold the rule of law
and enhance access to justice:

implement an integrated family and juvenile
justice pathway to enhance family and
juvenile justice administration. |

criminal justice process through research
on recidivist offenders. |

delivery of civil justice through an
increase in court-based and court-referred
mediation programmes and efficient use
of private-sector resources. |

To implement additional
security measures to further enhance
a safe environment for court users,
the general public and court staff. |

To implement the
Fine Instalment Payment regime which
enables deserving defendants to pay
